OPPORTUNITY: Title: Volunteer Screening Project Lead Reports to: Chief People Officer Status: Consultant/Freelance Opportunity Ideal Start Date: July 9, 2024 Deliverable: Phase 1-August 31; Phase 2-September 30 Compensation: Commensurate with experience (estimate 200-250 hours) OPPORTUNITY SUMMARY: Teeing Up Trust: A Comprehensive Volunteer Screening Initiative for Golf in Canada Golf Canada seeks to create a safer, more inclusive, and more efficient volunteer environment by implementing a centralized software solution for volunteer screening that is accessible by Provincial Sport Organizations (PSO’s) and the National Sport Federation (NSF). With over 5,000 volunteers annually, the current manual process surrounding Golf Canada’s Screening Policy poses challenges in ensuring a fully vetted, safe community for young and old alike to support and enjoy the sport. This priority is directly aligned with the Canadian Olympic Committee’s focus on Safe Sport, targeting improvements in Governance and Leadership by streamlining administrative tasks and ensuring more robust, reliable screenings. The project vision is to establish a unified, standardized screening process that eliminates duplication of efforts across Golf Canada and Provincial Sport Organizations in golf as well as duplication of screening across the system. This will not only make the screening process more efficient but also create a shared standard of safety across the sport of golf in Canada. If done well, this work will create a unified system that aims to set a new standard for volunteer screening, showcasing a model that could potentially be adopted by other sports in Canada. PROJECT SCOPE AND DELIVERABLES: Phase 1 – Completion August 31, 2024 50% Needs Assessment and Benchmarking: The Project Steering Committee will provide an overview of the needs and opportunities across PSOs/NSFs to identify their current systems (including a briefing on those employed across various Golf Canada departments), challenges and similarities in process, and needs in volunteer screening. In addition to this status-quo, benchmark work to understand current solutions employed by other organization/sectors that may be aligned with the needs of the project should be completed. Identification of Alternatives: Identify and evaluate software, partner, or process solutions (or consider outsourced custom web-development to integrate into Golf Canada systems) that specialize in volunteer screening, focusing on those which enhance safety and inclusivity. Establishing and Aligning on Selection Criteria: The approach ultimate selected must be designed to accommodate multi-level user access, allowing PSOs to utilize the same system without compromising data integrity or privacy, at an annual cost basis comparable to current spending. Presentation of Recommendations and Requirements: Where legally possible and in accordance with privacy regulations, a shared ‘database’ (or alternative) of screened volunteers will be maintained. This will eliminate the need for volunteers to undergo multiple screenings when transitioning between Golf Canada and PSO events. Phase 2 – Completion September 30, 2024 50% Best Practices Guide: A handbook of best practices for volunteer screening will be developed and shared with all users across the NSF and pilot PSOs. This guide will outline the new unified process and specify the roles and responsibilities of both Golf Canada and the PSOs in this first test year. Training: In addition to a handbook, development of joint training sessions will be created, delivered, and recorded to educate administrative staff from both Golf Canada and PSOs on how to effectively use the new software for screening, ensuring consistent application of safety standards. Measurement Dashboard: Recommendations on a core project measurement dashboard should be established considering the following:

Efficiency: Eliminates duplicated administrative work across organizations and free up resources to be better allocated towards promoting sport, increasing participation, and enhancing safety measures. Minimum 50% reduction in administrative time spent on volunteer screening. Resource Allocation: Notable shifts in internal resources dedicated to screening (partially a qualitative report aligned with measured time) Safety: Ensures a standardized level of safety in volunteer engagement across Golf Canada and PSOs. Positive Volunteer Experience: Volunteers moving between national and provincial events will benefit from a smoother, quicker onboarding process and ease of transition . Improved Use of Criminal System Resources: Determine the goal to measure reducing duplication of volunteers submitting multiple requests burdening the system and creating inefficiencies.

Project Outcomes Based on the success delivery of Phase 1 and Phase 2 project outcomes, Golf Canada should be well-positioned to implement the new approach and train staff to use it effectively to ensure a safe sporting environment, by October 31, 2024 supporting the volunteer intake process for the 2025 season. The 2025 season will present the opportunity to test this new model with a partner PSO piloting this integrated approach, and establish a first year of metrics to deliver against the project dashboard. Lastly, given the innovative nature of this work, a process for regular review and feedback will be essential. Quarterly meetings will be set up with the pilot PSOs to review the efficiency and effectiveness of the new system, allowing for iterative improvements and scaling in the future to a National system.
