What You’ll Do:

The Vice-President of the Technical Support Branch and Chief Science Officer reports to the President/Chief Executive Officer and is one of six members of the Executive Committee. The VP plays a key leadership role by:
• Advising and supporting the President on regulatory operations and policy decisions
• Overseeing the development, implementation and delivery of regulatory science policy and programs concerning nuclear safety, environmental and radiation assessment and protection, nuclear security, international safeguards, emergency management and safety management and standards
• Ensuring science and evidence-based information is incorporated in the regulatory decision-making process and for ensuring the sound application of risk management
• Acting as a Designated Officer pursuant to section 37 (1) and section 65.01(b) of the Nuclear Safety Control Act (NSCA) to carry out one or more duties as described in sections 37 (2) and 65.01of the NSCA.
• Representing the CNSC at meetings involving other government departments (national and international), other levels of government, nuclear industry representatives, Indigenous communities, environmental groups and the public
• Planning and organizing Branch operations: ensuring the efficient and effective use of resources, monitors operations and making adjustments as necessary.
• Participating on various executive level committees.
The VP is supported by a management team responsible for delivering on a mandate in support of licensing and compliance activities. The direct reports include:
• Director General of Environmental and Radiation Protection and Assessment
• Director General of Safety Management
• Director General of Nuclear Security and Safeguards
• Director General of Assessment and Analysis
• Director, Innovation and Research Division
• Executive Administrative Assistant
• Administrative Assistant

Education:
A master’s or doctoral degree from a recognized post-secondary institution in natural sciences, engineering or health sciences or an equivalent combination of training, education, and experience
Language Requirements:
Bilingual imperative with proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to self-assess here .

Should a suitable candidate not be found with the required language profile, this position may be staffed with other linguistic profiles like bilingual non-imperative. However, successful candidates must commit to learning their second official language (English or French) within 2 years of appointment.
Experience:
- Significant* experience in providing leadership and direction on a variety of complex** innovative and scientific projects and/or portfolios
- Significant* experience building and maintaining relationships with other government departments including central agencies on matters related to Canadian interests and on international issues.
- Significant* experience dealing with sensitive issues and managing horizontal files with internal and external stakeholders, including organizations at the international level
- Progressive experience in managing significant financial and complex** human resource matters at the Executive level
* Significant is defined in terms of degree of depth, scope, and duration (normally associated with at least 2 years of experience at the EX-03 group and level or equivalent)
**Complex issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, affecting many partners or stakeholders, precedent setting or having a major impact on the public service.

Asset Qualifications:

- Experience working as an Executive within a regulatory body
- Experience working as an Executive within the nuclear industry
- Leading within a hybrid environment

Operational Needs:

- All CNSC staff are subject to the Mobility Directive.
- This position is required to travel frequently.
- Some overtime will be required
- This position has been designated by the Commission as a Designated Officer (DO) position.
