The Saskatchewan Public Safety Agency (SPSA)  is a Treasury Board Crown responsible for emergency communications including Sask911 and SaskAlert, wildfire management, emergency management, fire safety and the Provincial Disaster Assistance Program. As a centralized agency, SPSA ensures a single point of contact for communities, greater coordination of provincial resources and contributes to safer communities in Saskatchewan. The Opportunity

The SPSA is seeking a key executive business partner who is committed to providing executive level leadership, support and guidance to the Agency’s corporate strategy and operations.

The Vice President (VP), Corporate Services offers an ideal opportunity for a highly skilled, collaborative leader to provide the framework for planning, designing, implementing, and evaluating Agency programs, policies, and procedures, and identifying and implementing long-range strategic talent management goals.

As a member of the Senior Executive Team the VP, Corporate Services, plays a key role in achieving SPSA’s strategic objectives, ensures a dynamic and thriving workplace that aligns with the Agency’s mission, values and chosen culture.

Vice President, Corporate Services Responsibilities

Reporting to the SPSA President and Fire Commissioner, the VP, Corporate Services, builds strong relationships and connections across the Agency to ensure that SPSA enables behaviors that support its values. The VP, Corporate Services, shares responsibilities for the development, planning and implementation of the strategic direction that aligns with the Government of Saskatchewan and ensures Agency-wide perspective is incorporated into the delivery of programs and services. 

This position provides strategic leadership to a variety of teams that focus on the goals and objectives of the SPSA through human resources, financial accountability, program delivery and strategic planning.

The Vice President, Corporate Services is responsible for:

  • Strategic Leadership and Vision: Chart the strategic direction for the corporate services division, ensuring alignment with the agency’s overarching goals for emergency management and public safety.
  • Collaborative Strategic Planning: Work closely with the President and the Vice President of Operations to formulate the Agency's future direction, organizational structure, business strategies, and tactical initiatives. Monitor and direct the implementation of the business plan to ensure strategic objectives are met.
  • People and Culture Strategist: Develop and champion a dynamic organizational culture that promotes innovation, inclusivity, and resilience. Implement human resources strategies that attract and retain top talent while fostering professional growth and satisfaction.
  • Change Champion: Working with the leadership team help guide transformational change initiatives across the agency, ensuring that changes in process, technology, and culture are effectively managed and embraced by all internal stakeholders.
  • Communication: Enhancing internal communication within the Agency and fostering strong relationships between the divisions. By implementing effective communication strategies, facilitating collaboration, and providing support to leadership, ensuring that information flows seamlessly across the Agency, promoting a culture of transparency, engagement, and teamwork to effectively meet organizational goals and objectives.
  • Executive Coach: Provides strategic and organizational development expertise and advice to the President and Executive Team. Coach senior leaders within the Agency, providing personalized guidance in leadership development, performance enhancement, conflict resolution, succession planning, cultural alignment, and fostering continuous learning and growth.
  • Steward of the Organization: Ensure prudent management of resources and uphold the integrity and reputation of the Agency through high standards of professional ethics and corporate governance. Provides strategic direction and guidance in establishing an efficient, effective, compliant, service-oriented structure to meet the Agency’s needs in achieving its objectives. Provides guidance and framework translating business processes and procedures into integrated and sustainable solutions and systems that align with Agency goals.
  • Policy, Planning, and Compliance: Guide and support the development and revision of policies and procedures adapting to changing laws, regulations, ensuring they align with the Legislation that governs SPSA to meet emergency response and supporting community public safety demands. Ensure all corporate activities uphold the highest standards of legal and ethical compliance. 
  • Financial Oversight and Resource Management: Ensure that the Agency's budgeting processes, financial planning, and resource allocation are optimized for efficiency and emergency preparedness. Oversee the implementation and maintenance of financial controls to safeguard assets. Provide guidance in conducting rigorous financial forecasts to project long-term funding needs and resource allocations, ensuring financial stability and compliance.
  • Resource Allocation Efficiency: Maximize resource utilization by developing and implementing strategies for efficient procurement and resource management, especially in response to and in support of emergency incidents or deployments. Implement measures to control costs ensuring that the Agency delivers on its mandate in the most economically efficient manner possible.
  • Technology Integration and Data Governance: Assist with the coordinating initiatives to integrate advanced technologies that support emergency management activities. Oversee data governance practices to ensure integrity, security, and availability of critical information.
  • Stakeholder Relations and Communication: Through collaboration enhance relationships with government entities, Provincial and Federal, other regulatory Agencies, and community leaders to bolster support for SPSA initiatives and enhance public safety and trust.

Background and Competency Requirements:

This opportunity is for experienced senior leaders with an exceptional history of building strong teams and achieving results in a collaborative environment. In addition, you will have:

  • 10-15 years of progressive leadership experience.
  • Bachelor’s degree in Business Administration, Public Administration, or related field.
  • An equivalent combination of education and experience may be considered.
  • Experience in partnering with executive leaders and supporting strategic initiatives.
  • Experience and knowledge of emergency management principles, practices, and protocols is preferred.
  • Adaptable and thrives in a fast paced, changing and matrixed environment.
  • Successful track record and demonstrated achievement as a strategic partner, coach, providing counsel and valued insights to executive level business leaders.
  • Business focused and results oriented with a bias for action.
  • Agile and able to shift quickly from tactical to strategic.
  • Prior experience supporting senior executive teams with a track record of proactive decision-making and driving results through strong leadership skills.
  • Proven experience in coaching, influencing, facilitation, presentation, communication process development, analysis and problem solving.
  • Exceptional communication skills, ability to operate at all levels of the organization.
  • Proven ability to build and support a diverse team environment.
  • Strong consulting and project management skills, comfortable working as an individual contributor, leading a project team or managing a disbursed workforce.
  • Strong business and financial acumen.
  • High potential, agility, adaptability with strong technical skills.
  • High level of comfort with data and analytics.
  • Resilient and adaptive leadership, capable of decision-making under pressure.
