POSITION PURPOSE

The Value Plus Human Resource Business Partner provides human resources consultation and support to the Value+ business unit (three facilities - Houston, TX, St. Paul, MN, and Toronto, Ontario, Canada) to define and execute HR strategies that enable accomplishment of business objectives. This position will focus on employee relations, performance reviews, employee engagement, and compensation, benefits, and talent management in order to keep employees trained and engaged to meet and leverage the business’ demands.

ESSENTIAL FUNCTIONS

  • Contributes to the development of workforce plans and understands external customer trends and issues in the industry that could potentially impact business.
  • Utilizes knowledge of various human resources functions to provide tactical support to line managers.
  • Acts as liaison with other HR functions.
  • Provides change management support as needed.
  • Provides guidance to convert strategies into result-driven actions.
  • Employee Relations
  • Proactively perform Employee Relations at all levels, utilizing a balanced approach of training and coaching managers and supervisors on how to drive performance and ensuring employees' development.
  • Responds to employee relation issues such as employee complaints and harassment allegations.
  • Works with employees to resolve any issues that arise, analyzes data, and makes recommendations for corrective action and continuous improvement.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of HR services provided.
  • Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations.
  • Counsels employees (and potential employees/applicants) on plan provisions so that individuals can make informed benefit decisions.
  • Responsible for the dissemination and adaptation of policies and guidelines in SSAB's Value+ locations in order to maintain HR transparency and in compliance with local legislation.

Talent / Performance Management

  • Facilitate Performance Management process, including effective objective setting, performance feedback, and creation, delivery, and follow up of personal development plans.
  • Coordinate the creation of concepts and implementation of policies and programs for training and development (technical and behavioral), performance evaluation, internal communications and social services to ensure a competitive edge of high performance employees, aiming retention, engagement and achievement of business strategy.
  • Assist with the development of strategies for career development and succession planning in Canada that are in line with global policies and guidelines.

Recruitment

  • Responsible for setting guidelines and policies for hiring according to the strategies and nature of business in order to meet the areas´ needs, strengthen teams and promote the company’s development and business needs.
  • Develops and administers an effective recruitment program consistent with position requirements.
  • Coordinates recruitment efforts with hiring managers, scheduling interviews, accepting resumes and applications, interviewing and assisting with the final decision process.
  • Oversees processing of all background investigations on new employees.
  • Oversees benefits enrollment for new employees to ensure employees gain an understanding of benefit plans and enrollment provisions.
  • Responsibility for ensuring that appropriate workflows have been obtained.

Create and post position opportunities based on departmental and organizational needs.

Act as liaison between outside recruiting agencies and the company.

Compensation

  • Assists in the annual review, preparation and administration of company salary planning.
  • Participate in salary surveys and maintain survey data and compensation increase trends for use in development of the salary plan budget.
  • Partner with Corporate HR to implements and update compensation programs.
  • Initiates and rewrites job descriptions as necessary.
  • Perform other related duties as requested

QUALIFICATIONS

Competencies and Experience

Required:

  • A wide degree of creativity and latitude is expected.
  • Demonstrated expertise in all aspects of human resources management including employee relations, compensation and benefits, recruiting, training, and leave administration.
  • Familiarity with states and federal employment legislation, policies and practices.
  • A well-organized professional who has a record of accomplishment of handling multiple complex assignments simultaneously and has prioritized the workload to ensure it has been completed successfully and on time.
  • A proven orientation in developing policies and programs that improves the quality of work life within their organization. A recognized “change agent”.
  • Ability to communicate both in written and oral form.

Education and Experience

Required:

  • Degree in Business, Management, or Human Resources with 5 years or more related industry experience.
  • 4-7 years experience as an HR business partner

Preferred:

  • HR certification(s)
  • 4-7 years experience as an HR business partner in heavy industry

SUPERVISORY RESPONSIBILITIES / DIRECT REPORTS

  • This position has no supervisory responsibilities.

POSITION TYPE/EXPECTED HOURS OF WORK/TRAVEL REQUIREMENTS

  • Position is full time, exempt
  • Travel out of state 20% (travel between two Houston locations weekly)
