Job Description

The USAID Non-Revenue Water Management Project (NRWMP) in the West Bank, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for a Training and Learning Specialist. This position will be located in the main office in Hebron.

The purpose of this activity is to improve Palestinians' access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The Training/Learning Specialist will report to the Institutional Support Advisor and will have the primary responsibility of implementing capacity building programs for staff in the three water utilities. This is a full-time position based in Hebron with frequent travel to Halhul and Dura.

Responsibilities:

* Integrate capacity strengthening efforts for the utilities into implementation of all aspects of programming, utilizing a co-design and co-implementation methodology.

* Develop and contribute to success stories and document lessons learned.

* Perform other tasks defined by the Institutional Support Advisor.

* Identifies opportunities to use a participatory approach, experiential learning, and coaching to strengthen the capacity of partner water utilities.

* Coordinates on-the-job training for water utility staff with smart water technology suppliers.

* Develops learning plans for utility staff to strengthen existing technical knowledge and develop new expertise. Learning plans should align with the objectives of the service delivery improvement plans developed with each utility.

* Develop coaching schedules and coordinate virtual and in-person trainings.

* Develop and implement, in coordination with a local university, an internship program for student interns that will be mentored by university staff, project staff, and water utility staff. Serve as the primary focal point with the university for the project for student learning objectives.

* Work with faculty supervisors to define operational learning research as part of the internship program to inform areas for further improvement in WU operations. The outputs of this learning research will inform development of the process and procedure documents for WU operation improvements

* Develop and contribute to success stories and document lessons learned.

* Perform other tasks as defined by the Institutional Support Advisor.

Qualifications:

* Bachelor's degree or higher in change management or other related disciplines.

* Must have at least seven (7) years of professional experience in strengthening the capacities of organizations in developing countries.

* Must have demonstrated knowledge of water utilities in the West Bank and experience facilitating trainings and workshops.

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.

* Proven leadership, organizational, and writing skills.

* Professional fluency in Arabic and proficiency in English is required.
