Job Description

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves constructing and operating a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and produce approximately 2.1 million tonnes per year of LNG.

Woodfibre Management Ltd is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Technical Training Specialist reports directly to the Day Superintendent and will manage the Training and Development systems to provide all personnel working for the Operations and Maintenance departments with appropriate opportunities for skill improvement and/or career development. This role will liaise with the Production Leadership Team and prioritize the training needs of all relevant personnel. The selected candidate will organize and prepare Training and Development Plans; develop Vendor and Regulatory training schedules; oversee the implementation of the Competency Assurance Management System for Operations and Maintenance; conduct regular meetings with Operations and Maintenance leadership to attain the training needs and conduct Training Needs Analysis to address any competency gaps.

Key Responsibilities

The successful applicant will:

  • Develop strategies and standard policies, processes and procedures for training delivery and competence assurance activities to ensure safe and successful incident free start-up of the LNG plant as well as to contribute to the long-term reliability and integrity of the LNG facility through competent work force.
  • Coordinate and implement vendor training requirements necessary for LNG facility commissioning, start up and steady state operations.
  • Develop and identify job competency profile for each position within the Production and Maintenance Department.
  • Be responsible for the overall training, development and competency assurance program implementation for operations and maintenance personnel, to ensure a highly competent workforce and in alignment with employees’ job competency profile.
  • Assist Operations and Maintenance Teams to develop and maintain Career Succession Plans.
  • Assist the Operations Leadership Teams with advice and support with career development for their personnel.
  • Manage and plan the development, design, and approval of technical, safety and soft skills training modules and courses for the Production and Maintenance staff.
  • Evaluate effectiveness of quality assurance measures, records and associated documentation and makes recommendations to improve training planning & delivery, assessment practices and verification activities.
  • Be responsible for preparing the budget for Training & Competency Assurance Section.
  • Be responsible for managing training contracts – preparation, review, and negotiation with third party training providers. Ensures training contracts are performed within the service level agreements.
  • Manage the delivery and design of assessor and verifier workshop and takes an active role in ensuring the quality of training and assessments conforms to Company approved standard.
  • Collaborate with Departmental Managers and Human Resources Department to ensure that the Production & Maintenance Organizational Design is fit-for-purpose for minimum manning for safe business and operations activities, and for structured staff development, progression, mentoring and succession. Designs appropriate systems and structures to best accommodate training, development, and competency assurance programs.
  • Be responsible for Competence Management System for Production and Maintenance Section: Defines the framework, strategy and plans for establishing, developing, and managing a Competence-Based Organization.
  • HSSE:
  • 100% compliance with company HSE policies and guidelines.
  • Actively promote high HSE standards as a member of the LNG Operations Team.
  • Demonstrate a personal commitment to influence overall safety behavior in the plant.
  • Support development and training of safeguarding systems checks lists and implementation.
  • Support the training of the Woodfibre LNG PTW system.
  • Support development and implementation of plant wide operations hazards awareness program.
  • Initiate inputs for plant risk register and mitigation tracking process for operations.
  • Support training of the shift Operations teams in Emergency Response and manage the ER capability compliance requirements.
  • Work closely with the HSE department for delivery of HSE training and HSE competency management.

Required Experience

  • Diploma qualifications at a technical level relative to the oil/gas industry.
  • Minimum 15 years in Oil & Gas Production Facilities. APCI LNG experience preferred.
  • Demonstrated experience in operations as a previous Technical Training Specialist or in a Training leadership role.
  • Previous experience during project phase including Commissioning and Start-Up.
  • Previous experience working with other departments to support production targets.
  • Knowledgeable in Training Competency Assurance Management Systems.
  • Fully versed in Managing Training and Development Programs System.

  • A valid driver’s license and passport.
  • The position is based in Squamish, BC (Project Site), and work in the Company’s Vancouver Office as required.
