Intent of the process

Anticipatory.

The anticipated intent/result of this process is to indeterminately staff (on a full time basis) one position.

This selection process may initially be used to staff the position on a temporary basis.

A qualified pool will be established and may be used for future permanent or temporary vacancies.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Information you must provide

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.

2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Experience
• Recent* experience interpreting and applying legislation, jurisprudence, policy and procedures.
• Recent* experience drafting written correspondence and complex process-related documentation such as submissions or legal arguments in employment, administrative, or human rights matters.
• Experience providing strategic advice, guidance and recommendations to clients including Senior Managers** to support them in making a decision.
• Experience leading subordinates and managing and directing the work of an organizational unit.

*Recent means experience obtained over approximately the last 2 years
** Senior Management is defined as persons responsible for making decisions that may impact a person’s employment status.

Education – Asset Qualifications
• Member of a Law Society/ Bar in a commonwealth jurisdiction or state in the United States.
• Graduation with a law degree (J.D. or LL.B) from a recognized post-secondary institution.

Knowledge
• Knowledge of basic policies and procedures, as well as trends in Human Resources Management.
• Knowledge of Administrative, Employment or Human Rights law, and related jurisprudence.
• Knowledge of research techniques to identify and locate information sources, including research, analysis and writing.

The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.

Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years):

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.

All information obtained throughout the selection process, from time of application to close of process, may be used to evaluate candidates.
