The Opportunity

The Senior Policy Planner will lead or assist with the preparation of long-range plans, policies, and special

studies to guide the future growth of the District, including long-range land use planning, demographic and

growth, watershed and environmental projects, District Official Plan reviews and amendments, and planning

and corporate special projects. This role will provide direction and advice on policy matters within the

department, to Committees and Council, other government agencies, and stakeholder groups.

What you will do: What you will need:

• Assume a key role in the coordination of thepreparation of long-range plans, policies, and specialstudies to guide the future growth of the Districtincluding long-range land use projects and DistrictOfficial Plan reviews and amendments, and specialstudy areas.

• Facilitate public consultation and internal input,including mediation and consensus building.

• Manage and coordinate the approval of local OfficialPlans and Amendments (including conformityexercises) and supervision of planning staffundertaking the reviews for approval.

• Provide a point of contact to local planners on policymatters and assistance on interpretation andimplementation.

• University degree in Urban and RegionalPlanning or a related degree, and Full orCandidate membership in the OntarioProfessional Planners Institute (OPPI).

• Five to Seven years recent relatedexperience in a relevant municipal planning

• Supervisory experience with familiarity in aunionized environment.

• Demonstrated ability in writing planning policyand interpretation.

POSITION SUMMARY:

Leads or assists with the preparation of long-range plans, policies, and special studies to guide the future growth of the District, including long-range land use planning, demographic and growth, watershed and environmental projects, District Official Plan reviews and amendments, and planning and corporate special projects. Provides direction and advice on policy matters within the department, to Committees and Council, other government agencies, and stakeholder groups.

DUTIES & RESPONSIBILITIES (not limited to):

• Assume a key role in the coordination of the preparation of long-range plans, policies, and special studies to guide the future growth of the District including long-range land use projects and District Official Plan reviews and amendments, and special study areas.

• Facilitate public consultation and internal input, including mediation and consensus building.

• Manage and coordinate the approval of local Official Plans and Amendments (including conformity exercises) and supervision of planning staff undertaking the reviews for approval.

• Provide a point of contact to local planners on policy matters and assistance on interpretation and implementation.

• Maintain current knowledge of emerging planning trends and policy initiatives at the provincial level and work with the department to formulate strategic initiatives for policy improvements and operational efficiencies.

• Prepare material for and act as witness at the Ontario Land Tribunal hearings; including organizing witness statements and exhibits, consult with lawyer to prepare case, serve as witness to present information and to explain and interpret District policy.

• Act as project manager for large scale planning matters requiring inter-departmental teams.

• Formulate Terms of Reference and make recommendations on the hiring of consultants to assist with and/or undertake special projects as required; monitor their work, and coordinate with Legal to administer the agreements.

• Prepare research and information documents on planning matters, including Official Plan performance indicators and studies.

• Prepare reports and attend Council/Committee, public hearings, community, and other public meetings as required; prepare and facilitate presentations regarding provincial and municipal land-use planning policy and new or pending legislation and regulatory guidelines.

• Perform other related duties as assigned.

MINIMUM EDUCATION, EXPERIENCE & QUALIFICATIONS:

• University degree in Urban and Regional Planning or a related degree, and Full or Candidate membership in the Ontario Professional Planners Institute (OPPI).

• Five to Seven years recent related experience in a relevant municipal planning environment.

• Supervisory experience with familiarity in a unionized environment.

• Demonstrated ability in writing planning policy and interpretation.

• Excellent time and project management skills, written and verbal communication skills, and facility with report writing and presentation preparation and delivery.

• Demonstrated ability to analyze the inter-relationships of a wide variety of land use planning considerations to reach conclusions and make recommendations regarding a planning application.

• Ability to coordinate the processing of large scale and long-term projects and related matters within specific time deadlines and budget constraints.

• Demonstrated ability to work with Windows, word processing, spreadsheets, data bases, and graphics.

• Ability to travel throughout Muskoka Region and neighbouring municipalities.
