Select how often (in days) to receive an alert: Title:  Senior Manager, Procurement & Supply Services Reporting to the Director, Financial Services, the Senior Manager, Procurement and Supply Services is responsible for the procurement of goods and services; inventory control; distribution of supplies, material and equipment and services utilized by various operating departments of the City; and the disposal of surplus materials and equipment. This position oversees a team of employees that are focused on the procurement strategies and frameworks that contribute to many of the City’s most important projects. The Senior Manager, Procurement and Supply Services contributes to the strategic management and delivery of the Financial Services division and works collaboratively within the Finance Supports Service Area and across the corporation. Work Performed: Contribute to the development and implementation of strategic initiatives for Purchasing and Supply to align with Council’s Strategic Plan. Accountable for the effective delivery and the business responsibilities of the unit. Provide leadership for the planning, management, and administration for the Purchasing and Supply team; recommend, develop, and maintain comprehensive policies, programs, procedures, and protocols that inform and support City services. Provide advice and updates to the Director, Financial Services on strategic priorities with responsibility to operationalize those goals and strategies. Provide professional opinion, and information to the Senior Leadership Team; Director, Financial Services; various Service Areas and Divisions within the corporation; Council; and Committees on policies, programs, and services as required. Contribute to the identification and development of internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on within the unit. . Develop, administer, monitor and manage annual audit and reporting to ensure compliance with the Procurement of Goods and Services Policy. Oversee a team of employees through Managers responsible for various streams of business; provide leadership in the execution and delivery of services and programs in the following areas of accountability: Direct the City’s purchasing and supply activities, including the implementation of new and redesigned processes, systems, policies and procedures managed through interaction with the Service Areas within the Corporation. Lead a team that advances a sustainable procurement program that provides an outcome-based, effective, and efficient service to the Corporation. Develop and/or update, arrange, and supervise the process for requests for tenders, requests for quotations, requests for proposals, requests for expressions of interest, requests for qualifications, and supply contracts. Oversee the development and maintenance of specifications for acquisition of materials, equipment, and services through collaboration with operating teams. . Recommend and direct standardization of purchased material for the Corporation. Oversee the disposal of surplus material and equipment. Oversee the supplier selection and negotiation process, guide supplier performance management, and stay informed on developments in the industry by analyzing market trends and best practices to meet business needs. Responsible to research and mitigate complaints, adjustments, questions, and recommendations both internally and externally related to all procurement matters. Respond to emergency and priority situations by anticipating problems related to procurement and supply, provide expert advice, assign appropriate resources, and stay informed on current and emerging conditions that may affect the Corporation. Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports. Manage the Purchasing and Supply team including hiring, administration and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required. . Liaise with respective unions on issues that affect bargaining unit members. Promote and foster working relationships with employees and bargaining units and ensure consistent application of the collective agreements. Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery. Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of the strategic initiatives. Demonstrate commitment to anti-racism, anti-oppression, and Human Rights through interactions with community partners, employees and individuals and ensure that policies, programs and protocols reflect this commitment. Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports. Prepare and/or oversee the development of reports for Council and various Committees as required. . Identify, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team. Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Purchasing and Supply team. Build capacity among employees for evidence-informed decisions supported through data collection and analytics. Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. Provide input to the development of the annual operation budget for the Financial Services Division. Manage the budget for the Purchasing and Supply team, prepare associated documents (i.e., business plans, business cases and presentation documents) as required. Manage and promote stewardship of financial and organizational resources. . Represent the Division on various boards and committees. Liaise with government officials, academic and business professionals, consultants, and the public. Work in collaboration with Strategic Communications and Government Relations when preparing and responding to media inquiries. Promote the City of London as a leader, share best practices and recommend solutions. Represent Purchasing and Supply at standing committees; cooperative buying groups, such as the Elgin Middlesex Oxford Purchasing Cooperative; Municipal Benchmarking Network Canada meetings; and intergovernmental meetings, as required. Qualifications: Completion of a University Degree in Business Administration, Commerce, Purchasing, and/or Supply Chain Management (Material Management) or Logistics. Must possess at least one of the following accreditations: Certified Public Purchasing Officer (CPPO) from the National Institute of Government Purchasing or Certified Supply Chain Management Professional (SCMP) from Supply Chain Canada. Seven to ten years of progressive public sector experience in a senior level purchasing and materials management environment. Managerial experience, including leading a team of technical professionals or equivalent combination of education and related professional and lived community experience. Skills and Abilities: Demonstrated knowledge and experience in the above identified areas of accountability with an in-depth understanding of the programs and services and how the work aligns with the overall objectives of the Division. Proven experience of implementing successful process improvement projects. Highly developed analytical and business planning skills with a proven track record for long-term visioning and big-picture thinking. Demonstrated successful experience in a management role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. Solid understanding and experience with global commodities. Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. . Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. Demonstrated perseverance and resilience in addressing challenges and emergent issues. Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. Ability to provide a high level of attention to detail, make sense of data and solve problems. Ability to understand the importance of service delivery; develop and implement initiatives that support customers in a timely and effective way. Ability to skillfully communicate to a wide and varied audience and effectively influence outcomes; political acumen to identify and manage issues. Proven ability to establish purposeful relationships and work effectively within all levels of the corporation, external partners and the general public. . Focused analytical and strategic thinking and issue resolution skills, combined with a commitment to innovation and collaboration. Demonstrated advanced project management skills; capable of managing multiple, high priority assignments and meeting deadlines. Computer literacy in Microsoft Office, and related software and database applications. Compensation & Other Information: $112,978 - $148, 226 This posting is for one (1) permanent, full-time position. Current Hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. Work Arrangement: Hybrid Work hours and work arrangement are subject to change in accordance with business requirements.
