Anti-Money Laundering (AML) Financial Crime Risk Oversight  is the team that acts as the primary contact providing counsel on AML and anti-terrorist financing policies and standards. AML Financial Crime Risk Oversight ensures that program activities align with TD's risk philosophy and strategic direction.

Job Description:

The Canadian Banking AML Financial Crime Risk Oversight team is looking for a Senior Manager to provide specialized end to end support in a highly complex, and diverse function for an area of significant risk, complexity and scope (transaction monitoring and customer risk rating strategies) for Canadian Banking.

The Senior Manager is a subject matter expert and provides insight, guidance, and recommendation on AML subject matter, regulatory and industry issues and acts as a specialized resource to other teams based on expertise including, but not limited to, risk typologies, risk coverage, transaction monitoring, customer identification and due diligence, enhanced due diligence, policy, governance, training and/or compliance assurance and testing.

Other key responsibilities include:

  • Oversee and lead a highly complex, and diverse function for an area of significant risk, complexity or scope (transaction monitoring and customer risk rating strategies for Canadian Banking)
  • Provide strategic direction on a broad and diverse range of complex global AML/ATF program activities
  • Provide insight, guidance, and recommendation on AML subject matter, regulatory and industry issues and acts as a specialized resource to other teams based on subject matter expertise including, but not limited to, risk typologies, customer identification and due diligence, enhanced due diligence, policy, governance, training and/or compliance assurance and testing
  • Keep current on emerging issues, trends, and evolving regulatory requirements and assess potential impacts to AML/ATF and Sanctions regulatory compliance and risk management strategies, focusing on regulatory reporting applications, transaction monitoring and customer risk rating approaches
  • Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite
  • Liaise with regulatory and law enforcement agencies on AML examinations and related inquiries, as appropriate
  • Participate in the development of GAML enterprise-wide frameworks, policies, standards, procedures in coordination with management in line with TD's AML/ATF Program
  • Work with executive team, senior business management/ partners to develop proactive strategies, tactics, policies and programs to effectively manage regulatory compliance and risk management obligations
  • Meet with business (GAML) partners and leaders to determine AML strategies and compliance culture
  • Primary escalation point for significant matters relating to GAML applications and regulatory reporting processes
  • Work closely with executive management team to support the development of the Financial Crime Risk Oversight team's business plan, ensuring the optimal use of resources and leverage TD’s operating model to maximize efficiency, effectiveness and scale
  • Plan and execute on strategic activities, review and communicate results, and adjust tactics accordingly develop and operational the business plan and deliver on AML/ATF programs across the enterprise.
  • Proactively identify key business opportunities, research and recommend enhancements / modifications, develop strategies to achieve recommendations related to GAML applications and regulatory reporting processes
  • Strategic partner to leadership team on the management of the portfolio, with deep industry, external / internal, enterprise knowledge, recognizing and anticipating emerging trends and; identifying operational efficiencies and opportunities with other business management / enterprise areas
  • Facilitate key strategic discussions and provide thought leadership to executive audience (output may include strategic roadmap and/or deliverables/ frameworks/ short to long term goals, etc.)
  • Share knowledge, information, skills, and subject matter expertise among the team and ensure the timely communication of issues and encourage good working relationships with other functions and teams
  • Support an environment where team freely escalates business challenges; facilitate change through positive reinforcement of milestones and successes
  • Act as a brand ambassador for the GAML Financial Crime Risk Oversight function and the bank, both internally and/or externally
  • Participate in enterprise wide or GAML focused special projects
  • Oversee research, development and implementation of new processes, technologies or operating models for transaction monitoring and customer risk rating for the Canadian Banking portfolio
  • Keep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts
  • Maintain knowledge of end-to-end processes and internal / external partners and regulatory requirements
  • Contributes to the development of business segment and/or enterprise functional strategic priorities within their operational area or field of specialty

Job Requirements:

  • 10+ years relevant experience
  • Advanced knowledge of risk management environment, standards, regulations and mitigation
  • Knowledge of current and emerging AML/ATF and Sanctions trends
  • Skill in mentoring, coaching and performance management
  • Skill in using analytical software tools, data analysis methods and reporting techniques
  • Skill in using computer applications including MS Office
  • Advanced ability to lead, plan, implement and evaluate program/project activities to ensure completion
  • Ability to communicate effectively in both oral and written form
  • Ability to work collaboratively and build relationships across teams and functions
  • Ability to work successfully as a member of a team and independently
  • Ability to exercise sound judgement in making decisions
  • Ability to analyze, organize and prioritize work while meeting multiple deadlines
  • Ability to process and handle confidential information with discretion
  • Ability to establish goals and objectives that support the strategic plan
  • Ability to contribute to strategic direction of the AML strategic initiatives and projects and provide advice to senior leadership

Education and Accreditation:

  • An undergraduate or technical certificate
  • Professional designation (CAMS, CFE etc.) would be an asset
