Rideau Transit Maintenance (RTM) is a General Partnership firm of ACS Infrastructure Canada, SNC Lavalin O&M, and Ellis Don. RTM has been awarded a long-term contract to maintain the Confederation Line, the new light rail transit system in Ottawa. Rideau Transit Maintenance (RTM) is now seeking a Senior Health and Safety Specialist who will be responsible for executing policies, procedures, and programs to ensure both short term and long-term compliance with the health and safety of the project agreement, relevant regulations, international standards, and industry best practices. The position reports to the RTM HR Manager & RTG Chief Rail Safety Officer.

Position Summary:

· Support the coordination and implementation of RTM’s health and safety programs on the Confederation Line.

· Undertaking qualitative and quantitative risk assessments.

· Support in the management of subcontractors including liaises with subcontractor personnel and reviewing safety plans.

· Maintain the HSE risk registers and validate the adequacy of the mitigation measures.

· Verify through regular planned and unplanned inspections and audits that RTM process and procedure are adequate, effective, and followed and the ability to carry out those inspections occasionally overnight and on weekends.

· Maintain records, share information, carry out analyses, recommend actions and monitor implementation to minimize harm to passengers, staff, neighbours, and the environment.

· Support, coach and mentor colleagues and subcontractors in improving safe work behaviours.

· Maintain training records and coordinate internal and external training based on training needs.

· Design and deliver internal health and safety training.

· Support the incident reporting and investigation process, maintain the incident reporting database, and analyze data to determine trends for continuous improvement.

· Take the lead on assigned safety incident investigations, conduct effective root cause analysis, follow up to ensure controls efficacy.

· Respond on call to HSE emergency situations in a 24/7 operational environment on a rotational basis.

· Liaise with the Workplace Health and Safety Committee.

· Follow up on corrective actions stemming from inspections, audits, non-conformance reports and investigations.

· Plan and organize regular emergency response drills.

· Maintain current knowledge of relevant Health, Safety and Environmental regulatory requirements, industry standards and best practice.

· Develop and maintain relationships with all stakeholders involved in the project.

· Other duties that relate to H&S may present from time to time.

Qualifications:

· College Certificate or Diploma in Occupational Health and Safety. Other relevant disciplines and work experience will be considered.

· 5+ years’ experience in a safety-critical industrial environment, preferably in the transportation and/or facilities maintenance industry.

· Relevant health and safety qualifications – CRSP, CHSC, or CSP designation would be considered an asset.

· Environmental inspection and monitoring experience would be considered an asset.

· Knowledge in maintaining and auditing safety, quality, and environment management systems.

· Knowledge and demonstrated use of risk assessment and root cause analysis methods.

· Knowledge and demonstrated application of relevant regulatory requirements, including Canada Labour Code Part II, ISO 45001, ISO 14001, ISO 9001, Ontario Occupational Health and Safety Act and its Regulations, Fire Code, Building Code, and applicable CSA standards.

· Experience in overseeing subcontractors.

· Excellent English language skills with strong verbal and written communication skills, including previous experience with report writing.

· Proficient in the use of Microsoft Office products and document control software and Site Docs

· Valid Ontario driver’s license (or equivalent).

· Highly effective interpersonal and teamwork skills.

· Proven inspection and auditing skills; French language skills would be considered an asset; and

· A pre-employment medical testing is required.
