Overview: Our government client seeks a Senior Business Analyst to conduct an industry analysis of current marine industry crewing best practices, with a specific focus on crew change travel. The goal is to provide research findings to inform the development of a new national home port concept.

Mandatory Requirements

  • Minimum of 2 years (48 months) within the last 10 years consulting on transportation industry crew changes.
  • Demonstrate experience in analyzing best practices within the marine industry or transportation industries for crew change travel.
  • Experience in cost options, cost benefit analysis, operational stance review, and readiness/implementation planning within the marine industry.
  • Minimum of 2 years (24 months) recent experience consulting on transportation industry crew changes.
  • Completed project addressing risks in maintaining current and future staffing levels based on marine industry practices.
  • Analyzed best practices within the Canadian marine industry or Canadian transportation industries for crew change travel.

Tasks: The Senior Business Analyst will:

  • Research current marine industry crew change practices, with a primary focus on the Canadian marine industry.
  • Conduct an environmental scan of best crew change practices applicable to the Canadian Coast Guard (CCG).
  • Analyze best practices and their potential application within the CCG context.
  • Identify risks to staffing levels and propose mitigation strategies under a national pool model.
  • Assess cost options and conduct a cost benefit analysis for proposed crew change practices.
  • Review and outline a readiness/implementation plan for CCG, considering short, medium, and long-term considerations.
  • Understand and address potential impacts on collective agreements applicable to Fleet and costs related to additional travel time.

Deliverables: The Senior Business Analyst will be responsible for:

  • Leading and organizing meetings with CCG subject matter experts for information and requirement gathering.
  • Developing a work plan with detailed timelines, subject to approval by the Project Authority (PA).
  • Conducting environmental scans and interpreting findings for SMEs to determine CCG applicability.
  • Providing regular status reports and updates to CCG Senior Management, with drafts submitted for PA review.
  • Submitting the final report in Microsoft Word format.
  • Delivering a final National Home Port Analysis presentation, including an implementation plan and cost benefit analysis, in Microsoft PowerPoint format.
