Regulatory Manager - Codes & Settlement

We have an exciting opportunity to join the Regulatory Affairs team! The Regulatory Affairs function understands, provides advice on and influences the various regulatory components of the energy sector so that Centrica businesses can work effectively within it. We manage key external relationships with central bodies and programmes, providing expert operational and strategic dialogue between our business and the industry.

In this role you will manage and influence arrangements and accountabilities for service provision and performance management through the Balancing and Settlement Code (BSC), including relevant industry changes and governance processes. You will support regulatory liaison work on the Market-wide Half Hourly Settlement (MHHS) Programme. You will support our Forecasting team on industry changes related to network and balancing services charging, settlements and imbalance. You will provide collegiate support to colleagues across the team as needed.

About the Role:

  • Manage our engagement with the Balancing and Settlement Code (BSC), including:
    • Stakeholder engagement and relationship building with Elexon, including regular engagement at an operational level on day-to-day issues, including detailed query management with internal stakeholders, as well as at senior level on strategic issues
    • Lead on scrutiny and feedback on Elexon costs, activities and annual business plan
    • Monitor all proposed BSC modifications and change proposals to ensure they are impact assessed by our business and responded to where necessary, including attendance at modification workgroups and issues groups
    • Develop, agree and deploy external negotiating positions on key issues
    • Proactively identify and develop our own BSC changes, through close engagement with internal stakeholders, to enhance the position of our business through e.g. reducing cost, reducing risk and improving efficiency
    • Maintain and deliver on external and internal stakeholder mapping and engagement plans for BSC related issues, including ensuring that our designated contact information and other details are kept up to date with Elexon
  • Support regulatory liaison on the Market-wide Half Hourly Settlement Programme (MHHS), including:
    • Lead / coordinate attendance and input to MHHS-related BSC issues groups and modification workgroups and code changes, working with our internal programme and wider stakeholders
    • Support coordination and review of Programme submissions and meeting materials
    • Provide resilience for our MHHS regulatory work with ad hoc support and expertise when needed
  • Support our Non-Commodity Forecasting Team, including:
    • Play lead and contributor role as needed on network and balancing charging related code changes under the Connection and Use of System Code (CUSC), including workgroup attendance and drafting responses (with support from the team initially if needed)
    • Provide input and support on settlement and imbalance issues, especially as related to the BSC

About You:

  • Have an understanding of the nature of the energy industry and its governance structure, including understanding of relevant codes and agreements
  • Good understanding of the retail regulatory frameworks within which Centrica Group operates, and of regulatory decision-making processes
  • Understanding of electricity settlement and the MHHS programme in the industry and Centrica context is desirable
  • Understanding of network charging frameworks and commercial impacts is desirable
  • Comfortable in working across a matrix organisation
  • Comfortable working flexibly, across a wide range of high profile and fast moving tactical and strategic issues
  • Strong stakeholder management experience - internal and external
  • Experience of managing conflict, uncertainty and ambiguity
  • Strong verbal reasoning, writing and presentation skills
  • High competence in Office365 and confident user of MS Teams
  • Personable and credible - able to build relationships with a range of internal partners from all levels and backgrounds
  • Able to represent Centrica externally in industry forums and regulatory code change working groups and panels
  • Strong communicator who translates regulatory matters into concise and credible messages, providing a clear vision, and enabling teams to make operational decisions
  • Effective at influencing industry stakeholders and negotiating multilateral consensus on key issues
  • Willing and able to adapt to change
