Department: Public Works

Reports To: Manager of Infrastructure

Location: Strathlorne, NS

Position: Full-Time

POSITION SUMMARY:

The Municipality of the County of Inverness is seeking an individual with superior leadership skills to fill the position of Public Works Infrastructure Maintenance Site Supervisor. Under the direction of the Manager of Infrastructure, this position is responsible for the planning, performance, maintenance, and repair of Municipal infrastructure. The Public Works Infrastructure Maintenance Site Supervisor will assist in the day-to-day preparation and coordination of the infrastructure teams’ worksites and jobs. As directed, Public Works Infrastructure Maintenance Site Supervisor will be responsible for assisting with estimation, planning, investigating, and organizing of projects. A commitment to achieving excellence in safety, quality service and cost management through high level continuous improvement systems will be demonstrated by the successful candidate.

JOB DUTIES:

  • Complete the scheduling and planning of required work on a daily, weekly, monthly, and annual basis.
  • Oversee the maintenance and repair of the Municipal water/wastewater distribution systems, manholes, valves, sidewalks, etc.
  • Lead the development, and implementation, of health and safety planning on all projects.
  • Complete daily pre-work job assessments & toolbox talks with all relevant staff and ensure signoffs are completed and submitted.
  • Monitor and regulate traffic control; ensuring that requirements are in place prior to commencing an assigned maintenance/repair project.
  • Ensure that all job specific safety reviews, utility locates, and other preparatory requirements are in place prior to commencing an assigned maintenance/repair project.
  • Work with the Manager of Infrastructure to organize and maintain the service bay area.
  • Assist the Manager of Infrastructure in ensuring fleet management, equipment maintenance and vehicle condition.
  • Motivate and mentor the unit’s staff, ensuring effective teamwork and high standards of work quality, organizational performance, and continuous learning.
  • Maintain courteous and positive public relations with residents of the community, representatives of organizations and visitors by delivering quality service.
  • Maintain and repair the Municipal sewage distribution system.
  • Perform tasks related to the scheduled maintenance and repair of Municipal infrastructure (i.e., valve maintenance).
  • Perform emergency repairs, as required, to Municipal infrastructure.
  • Complete sewer & water hook-ups, as required.
  • Ensure asphalt cuts, asphalt and sidewalk repairs are completed, as required, with appropriate permits.
  • Water Shutoff repairs, as needed.
  • Participate in the development and maintenance of inventory control systems.
  • Complete an inventory of all required equipment/tools that are on site.
  • Perform emergency maintenance of any Municipal road system, including sidewalks by operating municipal equipment as required, including evenings and weekends. Upon receiving a call from the Director of Public Works or Manager of infrastructure. the Public Works Infrastructure Maintenance Site Supervisor is responsible for contacting the appropriate employees.
  • Adhere to federal & provincial legislation and regulations.
  • Conduct and attend safety, operational and training meetings as required.
  • Other related duties as assigned.

SAFETY:

  • Ensure all policies and procedures set forth by the Municipality of the County of Inverness are observed at all times.
  • Report to the Manager of Infrastructure and Director of Public Works, all work situations which are suspected of being unhealthy or unsafe.
  • Report to the Manager of Infrastructure and Director of Public Works, any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
  • Report all near-misses and incidents to the Manager of Infrastructure and Director of Public Works immediately.
  • Report to the Manager of Infrastructure and Director of Public Works, all Occupational Health & Safety related injuries or property damage regardless of severity.
  • Submit reports on accidents and other hazardous conditions discovered and promptly attend to all hazardous situations.

KNOWLEDGE, SKILLS & QUALIFICATIONS:

  • High school diploma or equivalent General Education Diploma (GED) or Completion of post-secondary education.
  • Certification related to construction, heavy equipment operation, public works, road construction, etc.
  • Valid driver’s license.
  • Certification in ground disturbance, trenching and excavation, an asset.
  • Experience supervising a team and fostering safe workplace practices.
  • Experience in municipal sewer & water repair/installation.
  • Experience and proficiency utilizing paving equipment.
  • WHMIS, Transportation of Dangerous Goods (TDG) and First Aid Training.
  • Class 3 Driver’s license with Air Brakes would be considered an asset.
  • Working from Heights and Lock Out Tag Out (LOTO) training considered an asset.
  • Working knowledge of requirements of the NS Motor Vehicle Act and the National Safety Code including, but not limited to, daily trip inspections, reporting of defects and abnormalities, driver’s logbook, and roadside inspections.
  • Ability to work cooperatively and effectively in a team environment, as well as independently.
  • Ability to understand and execute oral and written instruction and maintain records as assigned.
