Job Description

Our Client, a large, market leading General Contractor is seeking a Proposal Specialist to join their growing major projects division in Vancouver, BC. Salary range $80,000 – $110,000. Outpost Recruitment is excited to work with our client on this full-time permanent role.Reporting to the Proposal Manager, the Proposal Specialist is responsible for coordinating, supporting and writing Request for Qualifications (RFQs), Request for Proposals (RFPs), Expression of Interests (EOIs) and market sounding submissions for major infrastructure projects in Western Canada.Key Responsibilities of Proposal SpecialistReview and develop a detailed understanding of client proposal/bid requirementsDevelop proposal calendars and responsibility, project and key individual selection matricesCreate templates for proposals, resumes and project sheetsProposal Specialist will prepare, edit & format proposal/bid sections, resumes & project sheets in preparation for bid close-outTrack and ensure timely proposal/bid deliverables required from internal and external partners, including health and safety forms, proposal/bid forms, finance support letters and write-ups from various authorsAssist with the writing, formatting and proofing/editing of proposals based on input from multiple authorsResearch relevant statistics (e.g. tracking previous project experience and work history), project work plans and other sources of information to extract relevant contentGather and coordinate flow of information from subject matter experts to be used in the proposalEnsure that all content is supplied by the team to be compliant with the proposal requirementsPrepare proposal/bid write-ups for various construction related topics (methodologies, risk management issues, staff management, work plans, cover letters and summaries)Organize and schedule team meetings, prepare meeting agendas and take meeting minutesPrint, package and deliver final proposal/bid submissions or submit electronically as requiredManage SharePoint or other document management systems (e.g. OneDrive, Dropbox, etc.)Data entry to maintain accuracy of pursuit reports and schedulingTrack and report on Key Performance Indicators (KPIs), and other team objectivesWork with graphic designers to develop JV logos, binder and tab designs etc. and present to the consortiumEnsure binders, USBs, tabs, covers and other materials are ordered and available for final assembly of proposalsAttend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned to report back to the project teamDrive an inclusive culture to promote equity, welcome different perspectives and enable career progression by fostering a sense of belongingMay be required to prepare period reports for senior managementProposal Specialist will have strong technical writing skills and the ability to work in a deadline-driven environmentWill work closely with internal and external stakeholders to develop high-quality submissions to secure new workTime allocation for this position is approximately 70% reading/writing/editing/formatting and 30% organizational related activities.Knowledge, Skills & Competencies of Proposal SpecialistStrong communication and writing skillsProposal Specialist holds a University-level degree in English studies or background in journalism, communications, marketing or related fieldAbility to work in deadline-driven environmentHigh degree of organizational skillsAdvanced skills in Microsoft Word, Excel and PowerPointAdvanced skills in Adobe InDesign, Photoshop and Illustrator, an assetSharePoint administration experience, an assetMarketing and design experience, an assetTechnical background with a discipline focus in civil, structural, related technical discipline or construction experience, an assetDate Entry experience, an assetHardDollar experience, an assetKnowledge of Canadian Press style guide, an assetA champion of inclusion and diversity.Qualifications:Strong English language and technical writing skills, and an aptitude for understanding technical terminologyAttention to detail, coupled with the ability to proofread and edit material, and identify errors and omissionsProposal Specialist will have a minimum of 5 years of relevant proposal development experience, preferably with BC infrastructure projects or a similar environmentBachelor’s degree or diploma from recognized post-secondary institution in language, communications, marketing, business or engineering, or equivalent experienceKnowledge of industrial construction RFP and EOI processes including bonding, safety, quality control, project controls, addenda, RFI’s, contract types and commercial requirements would be an assetFlexibility to work overtime to meet proposal deadlines when requiredAbility to read industrial construction drawings and specifications is an assetPrevious experience in consulting, engineering or legal and/or major project joint venture experience are desirable.Ideal Candidate:Only candidates with authorisation to work in Canada will be considered.Please clearly highlight relevant work experience, project overviews and project scale ($) in your resume.
