Project Procurement Manager - Retube Tooling

Reporting to the Director, Procurement, and working on the C6 Retube tooling project, the Procurement Manager is responsible for leading the project procurement team of Buyer and Order Administrators on all procurement related activities. The Procurement Manager is responsible to ensure all procurement activities are carried out in accordance with the project budgets and schedule, including preparation and execution of purchasing documents. They are responsible to manage personnel working on the project, in a hybrid work environment, ensuring high performance and production of procurement deliverables.

Location – Mississauga, ON

Your role within the team:

  • Responsible to collaboration with the Director, Procurement, and the Procurement Engineering Manager on the overall project procurement strategy and subcontractor management plan
  • Responsible for leading procurement activities, procurement plans, procurement execution and delivery under the QA Management program.
  • Prepare and manage the Request for Proposal process which shall include the following key activities:
  • Preparing sourcing plans and bidders lists for supplier qualification
  • Ensure bidders are in compliance with quality, technical and export requirements;
  • Evaluate proposals and liaise with both Engineering and Quality Assurance to finalize overall evaluation;
  • Negotiate with suppliers to achieve the best overall contractual agreement.
  • Recommendation of winning bidder and ensuring all required approvals are obtained in accordance with levels of authority;
  • Complete and issue equipment supply contracts, purchase orders, MSA’s and blanket agreements
  • Execute all contracts starting from contract acceptance and kick-off to supplier performance/ scorecarding and PO closeout. Other key aspects include managing the expediting all contractual deliverables, key milestone progress payments, project accruals and scheduling, vendor performance and closeout activity.
  • Key interface to suppliers and Project Director’s/ Manager for all project procurement requirements and priorities
  • Leads overall negotiation strategies and strategic procurement of all goods and services, ensuring cost savings and required lead times for the project
  • Securing all required export permits, freight forwarding and logistics contracts, Non-Disclosure agreements and commercial terms and conditions required by the customer.
  • Supports in project schedules, plans, estimates
  • Ensures adherence to the Quality Management program and SNC-Lavalin Code of Conduct and Business Ethics and Compliance
  • Ensures project procurement KPI’s, self-assessments and vendor performance scorecards are completed and utilized for future purchases of subsequent units.
  • Attend supplier conventions and engagements on behalf of the project as required.

A work environment focused on health and safety

The ideal candidate:

  • Post-secondary education preferred, plus ten years’ experience in the purchasing field, including having a sound knowledge of purchasing practices.
  • University Degree or relevant experience.
  • Minimum 10 years’ experience Leading a procurement team.
  • CSCMP certification or enrolment in CSCMP programs is desirable.
  • Knowledge of Contract Law and competitive bidding best practices.
  • The position requires proficient technical knowledge and must have excellent written, oral communication capabilities and analytical skills.
  • Experience in reading technical drawings and understanding of specifications.
  • Ability to work independently in a fast paced environment.
  • Strong work ethic, with excellent organizational skills, time management skills including multi-tasking, detail and team-oriented.
  • Must be able to maintain a good relationship with the internal customers and be able to quickly identify and resolve problems.
  • Must be a self-starter and be able to work with minimal management supervision.
  • Demonstrated leadership and project experience.
  • Experience leading strategic sourcing strategies and supplier negotiations.
  • Experience in Quality program standards and processes related to supply chain (All levels).
  • Travel is required.
