Job Description On behalf of our public sector client, we are looking for a Project Manager for a 11-month contract, with possible extension. The anticipated start date is June 2024 for an initial contract term of eleven months, with the possibility of extension. The successful contractor will be directed by the IT PMO Senior Manager and will work closely with the sponsoring departments and various Business Technology Services teams as required. Location of Work : hybrid, one day per week onsite in Greater Vancouver, B.C. Hours of Work: The resource shall be available during standard business office hours between 7:30 AM – 5 PM, Pacific Standard Time. Start Date: Immediately Term: This opportunity will be for an 11-month term with options to extend. Extensions are subject to funding approvals and the candidate’s qualifications and performance. Project Description and Background: Initially, the contract PM will be assigned to two projects: ** Cybersecurity and IT Resiliency Program Roadmap Creation – Phase 1:** This project aims to create a roadmap of prioritized initiatives to increase cybersecurity and IT resiliency for one of the client’s operating companies. Subsequent phase 2 requires approval and should cover the implementation of the roadmap developed in Phase 1. ** M365 Implementation – Phase 1:** This project aims to develop a detailed phased implementation plan and approach for M365, outlining resourcing requirements, procurement approach, implementation costs for each phase, and any known dependencies, supporting the creation of the budget ask for phase 2. Solid experience with project management along with IT infrastructure and security-related projects is essential, as is the ability to prepare solid project planning documentation based on information provided by business and technology stakeholders. Due to the nature of these projects, enhanced security clearance is required . The contractor will be requested to provide personal information as part of the onboarding process . Failing to obtain the clearance will prevent the contractor from performing the required services. The contract PM may also be assigned to other full life-cycle projects as required by the BTS Project Management Office. Project assignment will also depend on the contract PM’s suitability and qualifications. Note that these projects may be feasibility studies (planning projects leading to implementation) or implementation projects where a product or service is delivered. **Services:** The successful candidate is expected to closely adhere to the BTS’s Project Management methodology (templates, gates, phases, and stages). Duties will include all aspects of the Project Management Lifecycle, including project initiation and planning, executing, monitoring and control, and closing – scope, time, and cost management; procurement management; quality management; risk identification, mitigation and management; resource management; stakeholder and communications management; issue management. Reporting to a Senior Manager in the BTS Project Management Office, the candidate will work closely with senior staff, as well as functional and technical teams consisting of staff and contractors. The successful candidate will perform all project management functions including but not limited to the following: Develop Business Cases and supporting artifacts (related documents and appendices). Prepare all project planning documents utilizing BTS’ comprehensive project management methodology and supporting templates. Execute and monitor all aspects of the plan including WBS, financials, procurements, communications, quality, risks, decisions, etc. Direct the activities of internal and external (contracted) resources including Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts as required by the project. Provide input for existing program and project governance structure (including Project Steering and Technical Advisory Committees) to drive consensus on project issues and achieve desired outcomes. Prepare and communicate, or provide input to, detailed monthly and ad hoc reports to stakeholders including status reports and updates to the Project Steering Committee. Scope Management: utilizing the program and project governance structure (Project Steering Committee, identified stakeholders) to establish and maintain clear project boundaries and agreement on project scope. Schedule Management: establishing and monitoring project schedule ensuring adherence to key milestones. Risk Management: identifying and monitoring risks and propose mitigation strategies as appropriate. Team leadership: managing a diverse team of technical experts and senior leaders in the organization. Interpersonal and communication skills as well as business acumen will be critical. Budget and Contract Management: managing the project budget, including sub-contractor and supplier performance. Technical management: overseeing the work of a technical team (design, building, testing, deployment, change management) throughout the project life cycle. Strong adherence to BTS Project Management Methodology (Atlas), including the creation of various project documents and other artifacts, as well as the review of those created by project team members. **Deliverables** Normal project management deliverables and supporting documentation will be expected. These include, but are not limited to, the following as defined in the BTS PMO’s standard delivery methodology: Business Cases for assigned projects, including the implementation phase work plan, financials (budget), work breakdown structure in MS Project, project schedule, risk analysis, work package sequencing, and high-level business case (memo). Project Initiation artifacts (Project Charter, Feasibility Study Definition Document, Project Configurator, Organizational Change Management documents). A comprehensive, integrated project management plan consistent with PMI practices, including detailed Communication and Risk Management Plans. Monthly Project Status Reports filed in the portfolio reporting system. Technical and Steering Committee meeting documentation (i.e. presentations, review materials, minutes, support documentation, technical memorandums, etc.). Cash Flow Forecasts/Budget Updates. Deliverables from the projects assigned to the contractor. Project Change Requests, as required. Project Closeout Reports. Qualification - Knowledge & Experience - Bachelor’s or Master’s Degree in Computer Science or related subject. - 6+ years of full-cycle technology Project Management experience, from developing a conceptual idea to requirements gathering to system design, system build, system test, training, and cutover. - 5+ years of experience managing IT Infrastructure projects is highly desirable. - 3+ years managing Cybersecurity-related projects is highly desirable. - Experience managing projects in one or more of these areas is an asset: SOC implementation, Cybersecurity policies development, NIST CSF assessment and remediation, DR & BCP, M365 Implementation. - Experience with public sector and Capital projects. - Experience working with law enforcement authorities . - Extensive and proven experience managing stakeholders and an ability “to bring people together.” - Excellent people skills and communication skills, both verbally and in writing. - Sense of “urgency to get the job done.” - Experience or understanding of organizational change (OCM) in projects. - Experience in managing multiple suppliers. - Experience managing complex contracts. - Project Management Professional (PMP) designation is a plus but not a mandatory requirement. - Experience in the management of large budgets, including status reporting and forecasting. - Training and experience in best practice Project Management techniques and processes. - Experience working with, communicating to, and making formal presentations and recommendations to senior management within a large organization. - Experience developing and implementing technology projects and business process initiatives designed to improve efficiencies. - Experience gathering and analyzing functional and technical requirements and information from key business areas. - Experience leading an interdisciplinary team of technical and business resources effectively. - Experience with the standard MS Office tools -including Microsoft Project-, and SharePoint.
