Job Description

IO’s Project Delivery Enterprise Team delivers some of the province’s largest and most important public infrastructure projects, including new hospitals, highways, transit systems, and courthouses. Our made-in-Ontario approach to modern project delivery has brought over 100 major projects to market and has made Ontario a global leader in infrastructure development by delivering new projects on time and on budget while meeting high standards for design, quality, and health and safety. The role is responsible for managing the procurement and/or implementation of Rail Delivery projects through Public-Private Partnerships (P3). To succeed in this role, the incumbent will have sound stakeholder management skills and experience finding positive solutions to complex issues with clients and diverse teams of project consultants and specialists. Advanced presentation, consultation, negotiation, influencing and consensus building skills are also required. Experience negotiating claims, disputes, scope changes and other compliance and contractual matters on major projects is also required. What You Will Do:

Manage the procurement and implementation of one of the largest subway infrastructure programs and oversee multiple aspects of the project. Deliver projects through various models such as Public-Private-Partnerships (P3), Progressive Design-Build (PDB), Construction Management at Risk (CM@R) and/or Alliance procurements and their associated contract form. Identify and analyze potential commercial risks and develop mitigation strategies through establishment of contractual regimes, commercial processes and procedures. Influence and lead innovation and apply strategic problem solving to create mutually beneficial outcomes. Provide commercial support in contract management and in preparation of narratives and entitlement documentation and resolution of claims and/or disputes. Assist the project teams in development, understanding and interpretation of the contract language. Manage commercial aspects on behalf of Infrastructure Ontario and in preparation, negotiation and finalization of project agreements that align the interests of private sector partners with Government objectives. Lead presentations to demonstrate new concepts or seek approvals, including briefings for senior management and both internal and external stakeholders. Lead in coordinating with various internal and external team members to establish agendas, processes and procedures to advance business objectives and project outcomes. Manage projects, through Pre-transaction, Request for Qualifications (RFQ), Request for Proposal (RFP), Development Phase (as applicable) and through construction, commissioning and to the final transfer of responsibility to operations. Substantial hands-on experience managing complex projects. Experience or education in Architecture, Engineering or other relevant discipline. PMP certification or in the process of acquiring. Experience with analyzing claims and preparing settlement strategy documents for senior leadership. Thorough knowledge of contract structuring and legal requirements of contracts. Experience leading and managing large teams to control direction of scope and manage ongoing project discussions with stakeholders. Prior experience of contract assembly and/or administration of various procurement models and contract forms is preferred. Able to effectively engage with senior management and team members across the organization with an ability to manage leaders confidently. What's in It For You:
