Project Manager (Development Engineering)

Our client is a leading land Development Consultancy firm in Vaughan who is in the market for a Project Manager to join their engineering Development team with multiple municipalities in the GTA, responsible for the review and approval of all aspects of municipal infrastructure engineering design, including stormwater management facilities related to development projects, from the preparation to the implementation.
Using a “best practices” approach, you’ll facilitate the approvals of development engineering review activities and ensure they are delivered in accordance with Clients and Provincial guidelines and in a cost-effective, efficient and timely manner, as well as investigate and recommend innovative and creative procedures and policies for improving the technical performance.
As a Project Manager (Development Engineering), you’ll be tasked with preparing Conditions of Approval as it relates to municipal servicing for new development, and coordinating the clearance of Conditions of Approval that allow for servicing and registration of development lands, and preparing engineering policy and operational reports for senior staff and Council’s consideration.
You’ll also assist in developing and implementing various Development Program, and in developing a multi-year capital budget that incorporates infrastructure extension projects to meet development industry Clients and City needs.
Recognized for your ability to take ownership and manage several projects simultaneously – from the initial stage to construction, you have a demonstrated record of technical competence, team advocacy and customer focus.
An excellent communicator, you can lead by example and function as a mentor to subordinate staff.
QUALIFICATIONS
- Membership in Professional Engineers Ontario, or the Ontario Association of Certified Engineering Technicians and Technologists.
- Demonstrated knowledge of the practices and theories of Development Engineering, normally acquired by obtaining a university degree plus progressive work experience, or graduation from a recognized community college in an accredited Engineering Technologist’s Course with extensive progressive work experience, or an equivalent combination of education and related work experience.
- Proven demonstrated knowledge of the duties described and related experience in the land use planning process and development control with respect to municipal and private servicing, grading, drainage, stormwater management and associated environmental matters and/or a combination of education and progressive work-related experience.
- Thorough knowledge and understanding of statutes, regulations and by-laws affecting the Department/Section.
- Working knowledge of the Planning Act as it relates to planning approvals, and authority of the municipality and Section 221 of the Municipal Act as they relate to the extension of municipal services and the cost-recovery process as it relates to development projects.
- Demonstrated ability to effectively manage a multi-disciplinary staff in a results-oriented and predominantly unionized environment.
- Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
- Knowledge and understanding of the requirements of health and safety responsibilities and duties for supervisors as outlined in the Occupational Health and Safety Act, Sections 26 and 27.
- Well-developed written and verbal communication skills.
- Proficiency in the use of various computer software applications, i.e., Word, Access, Excel.
- A valid Class "G" Driver’s License (proof thereof is required after hire), and access to a personal vehicle for use on the job.
