Job Description

Under the supervision of the Chief Engineer, the incumbent is responsible for managing and delivering multi-disciplinary projects, to develop, refurbish or upgrade infrastructure and systems. They define, plan, organize, coordinate, and control the activities and resources required to carry out these projects in various areas of activity related to port infrastructure (roads, railways, quays, water and sewer systems, etc.). The incumbent manages the construction sites under their responsibility and complete the requested studies and expert reports. Their technical expertise makes them a key player in implementing the asset management policy, which aims to ensure the sound management and sustainability of the Port of Montreal’s infrastructure.

Design and plan projects
  • Help select projects approved under the corporate plan.
  • Manage all phases of the realization of capital construction projects from the preliminary phase, the planning phase, (pre-project, preliminary studies, plans and specifications) until the final integration of the deliverables within the operations ports:.
  • Analyze and define needs with all stakeholders both internally (Real estate, rail operations, etc.) and externally (Ministry, cities, customers, terminal operators, etc.);
  • Prepare mandate descriptions for the awarding of contracts to consultants for study and design services;
  • Validate studies, plans and specifications and issue recommendations;
  • Perform and validate cost estimates for professional services and work submitted by consultants.
  • Determine jointly with the procurement team the tendering strategy.
  • Participate in the analysis of the bids received and the recommendation for the awarding of contracts.
Ensure delivery of assigned projects
  • Plan and coordinate activities of internal and external resources assigned to projects, working with other departments to minimize the impact on the MPA’s operations and to meet cost, schedule and quality requirements.
  • Carry out the following tasks to ensure that work progresses smoothly:
  • Ensure the coordination of the works with the current operations in order to minimize the impacts;
  • Ensure the compliance of the works with the specifications (respect of budgets, deadlines and technical quality);
  • Convene, organize and lead site meetings;
  • Develop or participate in the development of changes or adjustments to be made in the execution of the work, if required;
  • Ensure compliance with environmental standards, develop and implement working methods in accordance with the principle of sustainable development.
  • Ensure compliance with the health and safety rules in force.
  • Validate contractors’ work progress on a monthly basis and certify amounts payable.
  • Approve change requests and justify cost variances.
  • Certify compliance of work on behalf of the MPA and perform a project closeout report and proceed to work transfers.
  • Provide information required to prepare capital project requests.
Ensure sustainability of MPA infrastructure and equipment
  • Develop, implement and carry out a preventive inspection and maintenance program to ensure the sustainability of and upgrades to MPA infrastructure and equipment.
  • Identify and propose maintenance projects to ensure facility integrity.
  • Coordinate activities of internal and external resources responsible for inspecting, repairing and improving MPA infrastructure and equipment, monitoring compliance with deadlines and allocated budgets.
  • Examine infrastructure inspection results, recommending and initiating corrective work or programs to ensure the sustainability of the MPA’s infrastructure fleet.
Participate in the continuous improvement of processes in this position and/or department.

Perform all other related duties

Qualifications
  • Bachelor's degree in civil engineering, construction, member in good standing of the Order of Engineers of Quebec
  • Possess seven (7) to ten (10) years of relevant experience in the management of construction projects.
  • Experience in the field of railway infrastructure, an asset
  • Excellent project management and coordination skills in a complex environment
  • Have knowledge in the development, recommendation and monitoring of budgets and schedules for the realization of multiple projects
  • Have leadership, be teamwork oriented and be proactive in their demands
  • Excellent communication and interpersonal skills
  • Ability to carry out multidisciplinary projects with multiple stakeholders
  • Strong problem solving and negotiation skills
  • Flexibility and good ability to adapt to changes
  • Good knowledge of the Office suite, of MS Project; knowledge of SAP software is an asset
  • Excellent judgment, sense of initiative, autonomy, rigor and flexibility.
  • Fluency in French and English (spoken and written)
  • Be familiar with construction standards (CCDG, BNQ, AREMA, CSA, etc.)
  • Have an ASP construction certificate
  • Possess a valid driver's license and a vehicle to move around the Port
