PBC Solutions is looking for a Project Delivery Lead to join our team!
Who is PBC Solutions?

PBC Solutions Ltd. is a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross). We provide solutions for benefit services with administration, technology, and innovation to improve efficiency, accuracy, and customer experience. PBC Solutions administers Health Insurance BC Services on behalf of the BC Ministry of Health, including medically necessary insured doctor services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.

While the initial focus of the role will be on delivery of BC Ministry of Health-related projects, efforts will expand to additional public and private client work.

Position Summary
The role of a Project Delivery Lead is crucial for the successful execution of complex technology projects, which can range from several months to multiple years. This position integrates consulting project leadership, team management, and client engagement to achieve project goals and deliver significant value to our partners at the Ministry of Health.

Reporting to the Director of Strategy & Innovation, the Project Delivery Lead will be responsible for steering teams and coordinating all aspects of programs and projects within scope, schedule, and budget constraints. This role involves liaising with internal departments, consultants, vendors, client sponsors, and external agencies. The ideal candidate must possess strong strategic thinking and problem-solving skills, with the ability to analyze complex problems, identify opportunities, and develop effective solutions.While the initial focus of the role will be on delivery of BC Ministry of Health-related projects, efforts will expand to additional public and private client work.
Additionally, the Project Delivery Lead will embrace a lean agile mindset and serve as a champion for the Scaled Agile Framework (SAFe).
Primary Duties and Tasks
1. Consulting Project Accountability

  • Collaborate with senior members of the client team to define project objectives, scope, and success criteria.
  • With project management and delivery teams, oversee the development of full-scale project plans, including timelines and milestones.
  • Estimate the resources needed to achieve project goals and assign tasks accordingly.
  • Identify and mitigate potential risks and dependencies to ensure successful project delivery.
  • Define project governance structure and communication protocols.
  • Monitor project progress against established timelines, budgets, and quality standards.
  • Identify and resolve project issues, conflicts, and bottlenecks in a timely manner.
  • Track project expenses, manage budgets and recommend budget changes where necessary.
  • Proactively manage changes in project scope, identify potential crises and devise contingency plans.

2. Team Leadership

  • Lead and motivate cross-functional project teams, fostering a collaborative and high performing work environment.
  • Assign tasks and responsibilities to team members, ensuring alignment with project objectives and timelines.
  • Provide guidance, coaching to team members.
  • Identify and resolve issues and conflicts within project team.

3. Client Engagement

  • Serve as the primary point of contact for the project sponsors, providing regular updates on project status, risk and issues.
  • Manage client expectations and ensure alignment with project objectives, deliverables, and budgets.
  • Facilitate productive meetings, workshops, and presentations.
  • Build and maintain strong relationships with internal and external parties to drive project success.

4. Quality Assurance

  • Ensure quality assurance processes and standards to ensure project deliverables meet or exceed stakeholder expectations.
  • Conduct regular project reviews and retrospectives to identify lessons learned and areas for improvement.
  • Implement best practices, tools, and methodologies to optimize project delivery processes.
  • Foster a culture of continuous improvement and innovation within the project team.

Education and Experience

  • Minimum 8 years’ experience working directly with B2C and/or B2B systems/technology,including at least 5 years in business or customer relationship management or consulting services.
  • Experience leading and facilitating cross-functional project teams.
  • Experience navigating senior relationships both internal and external.
  • Experience in Health, Insurance and/or Financial industries and environments.
  • Experience with Scaled Agile.
  • Preferred Education: Bachelor’s Degree in disciplines such as Information Technology, Information Systems, and/or Computer Science. OR a Master’s Degree in Information Technology, Information Systems, and/or Computer Science or Master’s Degree in Business with a concentration in Information Technology Management is preferred.
  • Preferred Experience: Coaching and mentoring IT professionals, designing and implementing complex systems, products, software, and/or solutions and implementing a technology strategy.

Travel/Work Location: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based in BC with the ability to come to the office when required.

We offermarket competitive total compensation,including an annual incentive bonus plan and market-based salaries.The base salary range for this position is $95,400 to $143,200 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internalequity.
