Reporting to the Program Manager, Utility & Energy Management; the Program Operations Support Officer will assist with a variety of reporting, analysis and financial functions, including purchasing, accounts payable, accounts receivable, carbon accounting, utility reporting, and budget related matters.

Major Responsibilities:

  • The primary functions associated with this position include, but are not limited to:
  • Tracks, investigates, and responds to both internal and external queries, correspondence and enquiries.
  • Liaises with other Divisions, internal, and external partners.
  • Provides technical support relating to system operations of the service line as required such as providing assistance regarding processes and/or navigating systems.
  • Supports system applications, evaluates, and monitors data.
  • Provides information and maintains a monitoring system for issue tracking such as utility account management and anomalous variances in expenditures.
  • Assists with the administration of the annual budget for the unit and ensures that the unit's expenditures are maintained within approved budget limitations.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides project management support within the unit and/or Division.
  • Assists with the preparation of strategies, work plans, requests for proposals, budgets, council reports, briefing notes and presentations.
  • Effectively communicates changes in policies and procedures within the service line and Division.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned areas, including working with information related to policy and budgetary changes and producing related reports, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Leads assigned projects related to operational support activities within the division, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Identifies, analyzes, rationalizes and optimizes business processes, policies, procedures, systems applications, inputs and outputs, program operations and functions at a detailed level.
  • Makes recommendations to senior divisional management regarding service optimization and business process simplifications that could result in alternate service delivery/contracting out, resource allocation.
  • Recommends, implements, and practices security, privacy, and quality assurance requirements consistent with MFIPPA and corporate standards regarding storage and processing of confidential corporate and application data and information inputs and outputs.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Considerable experience in utility finance management, operational energy management, and statistical analysis.
  • Experience working with computer applications including SAP, Microsoft Office Suite and Energy Management Systems (EMS) that pertain to energy and accounting systems, processes, analysis and system controls.
  • Considerable experience in formatting complex reports including researching, reviewing, compiling, analyzing, and reporting data intended for a varied audience, including senior management and Council.
  • Experience utilizing a variety of purchasing, accounts payable, general ledger and cost analysis tools.
  • Post-secondary education in a discipline pertinent to the job function and/or equivalent combination of education and experience, including relevant certifications.
  • Experience in project management and large scale, multi-faceted process coordination is considered an asset.
  • Good knowledge of corporate, divisional regulations and relevant City of Toronto policies (specific to Finance, Energy Management, and Carbon Accounting), procedures and guidelines as they relate to actual job duties
  • Excellent organizational, analytical, and multi-tasking skills.
  • Well-developed written and oral communication skills.
  • Demonstrated ability to develop and sustain partnerships with a variety of stakeholders.
  • Ability to use discretion and maintain confidentiality while working with issues of a sensitive nature.
  • Demonstrated ability to work with competing demands, prioritize and meet deadlines. Including the ability to work flexible hours where operationally necessary.
  • Ability to work independently and collaborate with multi-disciplinary groups and others in a team environment.
  • Knowledge of relevant legislation, particularly the Electricity Act, related regulations, AODA, and City of Toronto Act
