Job Description

Responsibilities:Develops and implements detailed plans and recommends procurement approaches regarding program specific requirements.Leads the coordination and preparation of the Program related procurements.Manages the coordination and delivery of our client’s technology procurement plans and contracts, working with various internal and external stakeholders.Works with management divisions, and solicitors from Legal Services to prepare requirements for all documents such as requests for proposal (RFP), requests for quotation (RFQ), requests for supplier qualification (RFSQ), Invitational Calls, Non-competitive Procurement, etc. for technology related products and services before they are sent to PMMD for issuance. Provides technical expertise, reviewing and analyzing requirements, identifying deficiencies, and communicating them to address technology and legal issues.Oversees the administration of divisional level technology procurement processes including Low Value Quotations (LVQs), Divisional Purchase Orders (DPOs), Non-competitive Procurement, etc.Provides expertise in technology procurement and contract administration, working closely with PMMD's Strategic Sourcing & Category Management Team to align objectives and achieve efficiencies.Oversees vendor performance ensuring work is being carried out in accordance with the specified terms and conditions. Deals with non-compliance and performance issues with vendors.Designs and delivers effective strategies to anticipate and address emerging business needs and changes in corporate policies and procedures while maintaining a high level of customer service, fiscal accountability, innovation, teamwork and results.Liaises with Legal Services, Internal Audit Services, Risk Management, and Corporate Finance.Experience and QualificationsA minimum of 10+ years hands-on experience in Procurement and contract administration in Government jurisdictions and or large private sector organizations.Extensive (over 5 years) IT Procurement experience in Government jurisdictions and or large private sector organizations.Extensive experience with traditional and innovative project management processes, techniques, tools across agile, waterfall, iterative methods associated tools.Strong IT knowledge and cyber relevance with cyber threats, trends and technologies.Tenacious and willing to support the team during peak volumes and workloads with various activities.Strong in process management and controls to minimize risks exposureAbility to lead efficient communication between all project stakeholders, including internal teams and clientsAbility to achieve business objectives through influencing and effectively working with key stakeholders.Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors.Demonstrated critical thinking and strategic planning skills. Prepare requirements for all city-wide call documents such as requests for proposal (RFP), requests for quotation (RFQ), requests for supplier qualification (RFSQ), Invitational Calls,Non-competitive Procurement, etc. for technology related products and services before they are sent to PMMD for issuance.Leads and/or provides support with the evaluation of responses and reviews final recommendations prior to their submission to PMMDReviews documentation such as proposals, communications, reports, legal agreements and provides feedback to ensure adherence to procedures, RFP document and responses, and ensures information is clear and fair to mitigate risk to the City. Liaises with Legal Services, Internal Audit Services, Risk Management, and Corporate Finance.Provides leadership and guidance on processes related to technology procurement
