One of our major clients in the oil and gas industry is seeking a Pipeline Right of Way Inspector to work within their facilities in Waterdown, ON, on 12 months contract.





Qualifications


Academic:


• Minimum high school diploma or equivalent is required


• Post-secondary education in construction, project or safety management is an asset





Other:


• Valid driver's license is required


• Possess knowledge of local, provincial, and federal ground disturbance regulations


• Possess knowledge of company's Standards and Procedures pertaining to all Pipeline Crossings, Signage, Inspection requirements and Construction Procedures


• Possess excellent Communication skills to effectively deal with a wide variety of situations while representing Imperial


• Possess sufficient construction experience (1-2 years) to witness various types of 3rd Party Crossings as follows: boring, directional drilling, open cuts, hydro-vac, proper backfill, coating repair, test lead installation, road construction, compaction, excavation near live lines, sloping and shoring methods, erosion problems, creek and river crossings


• Proficient at pipeline locating and operation of gas detection equipment


• Possess knowledge of seismic programs and related regulations


• Possess knowledge of how to read and interpret construction, planning and development or other related drawings


• Possess effective time management and planning skills


• Be available for call-outs and to work late or on weekends if required








MAIN FUNCTIONS


Operate equipment and wells by applying operating and safety procedures and guidelines to meet daily operational plan, reduce equipment failure and efficient resources administration





SKILLS AND QUALIFICATIONS


• Completed secondary education and worked previously as a Field Technician.


• Strong communications (oral & written)


• High standard of Safety, Health, Environment aptitude and cultivates the same in others.


• Strong knowledge of pipeline operations


• Strong knowledge of safety and operations management tools and processes


• Broad knowledge of Emergency Preparedness Procedures


• Strong knowledge of Project Philosophy and Design Specifications


• Knowledgeable of relevant regulations


• Knowledgeable of relevant commercial agreements





TASKS AND RESPONSIBILITIES


• Responsible to implement on daily work objectives, housekeeping, safety, health, environmental and security


• Active participation on daily toolbox meetings and regular, reported safety meetings


• Identify and implement corrective and optimization actions by the continuous surveillance of wells and equipment to ensure reliable, efficient and safe operational conditions


• Function as Equipment Care Technician, and routinely use Maintenance skills in performing simple maintenance activities


• Report when the alarm, emergency or emergency shutdown system is out of service


• Provide detailed, clear and accurate information when changing shift, to guarantee that unit conditions are updated and ensure operations continuity


• Coordinate, control and monitor maintenance jobs according with the corrective, predictive and preventive planning


• Report continuously in the log book all relevant operational events and abnormal situations or deviation occurred in the work area, equipment or personnel


• Take samples of products for laboratory analysis and execute field laboratory tests


• Active participation on emergency response activities


• Report incidents internally and escalate awareness as per the Incident Reporting Guidelines


• Ensure that Operations Shift Supervisor is informed and consulted about operations activities


• Ensure good communication across the work team so that issues / actions can be adequately addressed


• Provide the basic facts concerning well producing problems, current production rates, and current condition of the well


• Ensure that the well problem diagnostics are thorough and complete before requesting Well Work intervention operations


• Ensure that the wellhead and well surface equipment are maintained and are in good working order prior to Wellwork operations taking over responsibility for the well for intervention operations


• Provide assistance and support to the ongoing Wellwork operations as needed





You can expect a dynamic and challenging role. Your main responsibilities will include overseeing and supporting contractors on site and site project work; and maintaining effective, reliable and efficient operation while ensuring all work is done safely according to company's policies.





As the Right of Way Inspector, your scope of responsibility will include, but not limited to:


• Actively participate in company's Loss Prevention System. Include Near Loss, Hazard Identification and Incident reporting on a daily basis.


• Develop knowledge of all pipeline systems including line size, block valve locations, product and current status.


• Represent company's interests at 3rd Party crossings job-sites to ensure that acceptable crossing practices, ground disturbance regulations, and company's Controlled Area Access Agreement Terms/Conditions are followed at all times.


• Respond to any emergency situation - spills, leaks, and contractor violations. Be familiar with company's Emergency Response Manual.


• Identify and report all right of way maintenance issues including signage, brushing, or environmental issues such as drainage problems or corrosion immediately to the Area manager or designate.


• Recognize and report any safety and/or environmental hazard involving any of the pipelines.


• Recognize and report any potential hazard regarding construction near or on the pipelines.


• Support Community Awareness Program and maintain corporate public image.


• Effectively deal with inquiries and mediation from landowners and contractors. Know when to report issues to Area manager or designate.


• Provide work direction to temporary Short Term Pipeline Crossings - Locating Technician(s) utilized for low risk 3rd party inspections on an as required bases.


• Perform all duties in an environmentally sound manner that meets or exceeds regulations.


• Support pipeline operations and maintenance duties as assigned.
