The British Columbia Institute of Technology Student Association (BCITSA or ‘SA’) is a non-profit student service and advocacy organization at BCIT with a mandate to enhance student life. Our programs and services are designed to benefit and support all 48,500+ full-time and part-time students across BCIT’s five campuses. Students lead our organization and govern the affairs of the BCITSA. Our Board of Directors is composed of 12 elected Student Executives and Student Councillors from each of the different Schools at BCIT.SUMMARY:The People & Culture Manager is a highly visible and collaborative relationship builder who is responsible for the overseeing the activities and management of the People & Culture department. This position coaches and provides advice to management and all internal stakeholders regarding related best practices, employment law, employee relations, full cycle recruitment, performance management, and assisting managers and supervisors in their professional interactions with their teams, including resolving conflict. This position oversees health and safety initiatives as well as benefits administration, as well as training and development initiatives. The People & Culture manager drives BCITSA’s equity, diversity and inclusion values and incorporates these values into their work, their team’s work and professional relationships.WORK PERFORMED:HUMAN RESOURCES MANAGEMENTOversee and manage all HR functions including budgets, full-cycle recruiting, onboarding, terminations, benefits, training & development, recognition and performance managementLead training and development initiatives to increase the knowledge and capacity of teams and leadersAdvise senior leadership on leveraging HR assets to further the Association’s goalsTrack and ensure organizational compliance with required People & Culture processesCoach and support leaders in the management of their teams and all aspects relating to People & CultureEnsure department-wide legal compliance of all processes; maintain files in compliance with best practices and with the strictest of confidentialityPrepare People & Culture reports by researching, collecting, analyzing, and summarizing data and trends as per the marketParticipate on committees related to People & Culture including the Social, Health and Safety and the EDI CommitteesSteward the organization’s culture ensuring consistency across departments, including in all HR initiativesEstablish and continuously improve the organization’s employer brand and reputationHUMAN RESOURCES INFORMATION SYSTEM (HRIS)Maintain full accountability for the People & Culture functions within the HRIS system and ensure employees and managers consistently and accurately use the HRISUnderstand and demonstrate effective and accurate HRIS processes and input and maintain records accurately and in a timely mannerTroubleshoot any issues with the service provider and configure changes to the set up as requiredContinuously build out the HRIS system and improve usageRun and present reports according to Association needs and to ensure complianceFULL CYCLE RECRUITMENTStrategize and create hiring plans together with hiring managers to ensure a smooth hiring processDevelop and write job descriptions together with hiring managers and post jobs on the HRIS, website and other relevant job posting sitesConduct screening interviews; coordinate, conduct and record the interview processPresent offers to candidates, create employment agreements and finalize all documentation related to hiring and onboardingSupport managers in the offboarding process, finalize all documentation and ensure a sensitive and respectful process for managers and employeesBENEFITS ADMINISTRATIONOversee the benefits administration processes and ensure they function smoothly and without errorReview the benefits plan on a regular basis to ensure it continues to meet employee and organizational needsMaintain full knowledge of the benefits program and act as an expert and resource for team membersHEALTH AND SAFETYOversee the health and safety processes for the organization including ensuring monthly joint occupational health and safety meetings and monthly safety checks within each departmentOversee joint occupational health and safety committee compliance with WorkSafe processes, including annual training and completion of the annual health and safety reportAssist employees and managers with health and safety processes and initiate claims with WorkSafe and oversee WorkSafe reportingMaintain the Health and Safety manual and ensure compliance amongst all team membersManage the Fire Warden training together with BCIT and ensure sufficient fire wardens are on staffWork with managers to manage workplace injuries including reporting and creating workplace accommodation plansOREINTATION :Embrace the vision, mission, and values of the organizationSponsor the Student Association’s equity, diversity, inclusion and Indigenous initiativesChampion and sponsor change management initiativesMaintain a high degree of consistency and accuracy in all workProvide superior customer service to all stakeholdersMaintain proficiency in the organization’s software and technical tools Microsoft 365 applications including SharePoint, Dynamics 365, Teams and Microsoft SuiteWilling to contribute to the SA team environment by conducting additional duties to support SA operations as neededBCITSA REPRESENTATIVE:Demonstrate a commitment to enhancing student life by maintaining a strong focus on student needs, supporting student executives and their initiatives, and ensuring quality and student-focused activities and servicesCultivate the skills to work effectively with a team of student leaders and in a complex student-led environmentUnderstand and be able to navigate post-secondary governance systems and student governanceBe open to and willing to learn and participate in equity, diversity, inclusion and Indigenous initiatives, and exhibit a level of cultural competency when working with students and all stakeholdersFoster and contribute to the development of a culture that encourages helpful and supportive teams, a professional environment, and diversity, inclusion, equity, and Indigenous initiativesManage and cultivate authentic relationships with all staff and key internal and external stakeholders by maintaining a professional and friendly demeanor when interacting with internal and external stakeholdersContribute to a collaborative work environment and assist other team members with their duties, especially when busyORGANIZATIONAL RELATIONSHIPS:The People & Culture Manager reports to the Executive Director and works with the Association’s senior leadership team and managers to manage the organization’s human capital.
