Municipality of Cambridge BayMunicipal Project ManagerGeneral Information:Supervisor Title: Chief Administrative OfficerSupervisor Name: Jim MacEachernPurpose of Position: Under the direction of the Chief Administrative Officer, the primary purpose of the position is the provision of project management and expert technical advice to in development and implementation of the Municipality of Cambridge Bay Capital Projects. By directly being involved with project implementation, the incumbent ensures that all projects respond to the needs of Municipal operations and identified priorities., The incumbent will be the lead Project Manager for planning on all community infrastructure projects. The incumbent will provide review and technical support on behalf of administration. The incumbent will develop class estimates during the planning phase in accordance with the Government of Nunavut Program Management Handbook and Departmental Capital Standards and Criteria. In addition, the incumbent provides professional advice to the Chief Administrative Officer on budget management, project management and dispute resolution. The incumbent is responsible for sound communication with Hamlet staff and interested stakeholders to ensure capital project delivery considers the needs of all the Hamlet Departments and best serves the residents of Cambridge Bay. The position ensures that during the design and delivery phase, all capital projects are technically sound and responsive to community needs, and that capital resources are secured for the construction of the infrastructure. The incumbent assists in identifying budget needs and surpluses to ensure the effective management of the Hamlet of Cambridge Bay Capital Plan.Essential Duties and Responsibilities:Manages Capital and O&M projects through all stages of the project lifecycle.Provides technical advice, design, and cost/budget information to the CAO, Mayor, Council and various departments as required.Develops scopes of work and procures goods and services through the appropriate procurement mechanism (Purchase Order’s, Request for Quotes’, Request for Proposal’s, etc.), in order to sustain, repair and/or construct assets.Plans capital projects including obtaining quotes for materials and contractor services, preparing drawings, estimates and proposals for potential facilities-related projects.Adheres to industry best practices and standards and follows all tenancy laws when dealing with staff housing tenants, tender laws, national building codes, safety and regulations and policies, etc. as well as Hamlet of Cambridge Bay financial management, Human Resources (HR) and procurement policies and procedures.Develop annual operating and capital budgets, and associated work plans, for submission to the CAO and Mayor and CouncilManage operating and capital budgets and expenditures in accordance with policies and proceduresProvide briefings, recommendations and research to the CAO and Council as directedOversee provision of appropriate capital budget implementation materials to the Director of FinanceRecommend to the CAO the acquisition of consulting assistanceKnowledge, Skills and Abilities:Manage Interpersonal CommunicationsKnowledge of Municipal Administration.Knowledge of bookkeeping, budgeting, estimating, and contract procedures.General computer operations, experience with an ability to learn specific computer software applications appropriate to the position.Working knowledge of Hamlet operations, policies, ordinances, Hamlet by-laws, municipal services, Inuit, and regional organizations.Verbal and written communications skills in both English and Inuinnaqtun an asset.Required Qualifications Include.Bachelor’sDegreeinCivil,Environmental,Process,Mechanical, orChemical Engineering.Five (5) years of experience in the project management and/or construction field, including three (3) years of project management experience with northern specific projectsValid Class 5 drivers’ license and satisfactory drivers abstract.An acceptable combination of education and experience may be considered.AssetsExperience with all phases of building construction in the north an asset.Experience in the preparation of project documentation throughout the life cycle of capital projects.Project management experience is an asset.Knowledge of Nunavut, the land, language, and culture.The ability to communicate in Inuktitut, Inuinnaqtun and/or French.A combination of education and equivalent experience may be considered.Valued Benefits: A career with the Municipality of Cambridge Bay will offer you the opportunity to be a part of a dedicated team in a dynamic and rewarding community-oriented environment.
