Shared Health is inviting applications for the position of Medical Director, Health Sciences Centre (HSC) Adult Emergency Department (ED). The HSC Adult ED Medical Director has three (3) central functions:
- To be the medical leader of the Adult ED at HSC to ensure effective and efficient delivery of quality care.
- To collaborate with the Provincial Specialty Lead, Emergency Medicine, Shared Health Manitoba in planning and coordinating province-wide Emergency Department care.
- To collaborate with the Winnipeg Regional Health Authority (WRHA) Emergency Program in coordinating the city-wide delivery of Emergency Department care in Winnipeg.
The position co-reports to the HSC Chief Medical Officer (or COO delegate) and the Provincial Specialty Lead, Emergency Medicine. The incumbent will liaise with the academic program head in the Max Rady College of Medicine, Rady Faculty of Health Sciences, University of Manitoba to enhance the teaching and research activities, where appropriate. Duties and responsibilities include:
A. HSC-wide
- Supports the HSC Mission Statement, Vision Statement, and Values.
- Acts as the medical leader for the Adult Emergency Department at the HSC.
- Chairs or participates in Adult Emergency Department meetings and reports relevant information to the CMO (or COO designate).
- Will maintain the majority of their clinical obligations in the HSC ED, which unless otherwise agreed to by the CMO shall be 0.4 EFT or greater.
- Attends meetings representing the Adult Emergency Department.
- Communicates effectively with all staff in the Adult Emergency Department and with those individuals outside of the Department.
- Develops relevant linkages between the Adult Emergency Department and other stakeholders including, but not limited to:
• Other related clinical programs of the HSC and other agencies and partners
• The WRHA Emergency Program
• Paramedical services
• Community agencies and programs - Reports activities within the Adult Emergency Department to the CMO (or COO designate).
- Ensures that the Adult Emergency Department medical staff observes the HSC rules and regulations.
- Performs regular performance evaluations on those individuals who report directly to the position.
- Shares all written complaints received regarding Medical Staff members with the HSC CMO.
- Participates in the investigation of complaints about Adult Emergency Department Physicians.
- May recommend to the CMO the suspension of privileges of Site Physicians in accordance with the Shared Health Medical Staff By-law when the professional or personal conduct of the physician has jeopardized or may jeopardize patient safety.
- Proposes to the HSC CMO the appointment of medical staff in accordance with guidelines.
- Performs other related duties as required.
B. Adult Emergency Team:
- Collaborates with other members of the Adult Emergency Department Leadership Team to develop budgets and plans for the deployment of resources and submits the budgets and plans to the HSC Executive for approval.
- Is jointly responsible with other members of the Adult Emergency Department Leadership Team for fiscal management of the budget assigned to the Department in the HSC.
- Collaborates with other members of the Adult Emergency Department Leadership Team to perform evaluations of the program plans, budget variances, resource utilization, and other indicators to make sure that resources are optimized.
- Promotes continuous quality improvement by:
• Establishing Department policies and procedures, rules and regulations, where appropriate.
• Developing common interdisciplinary Department standards in the HSC
• Identifying and monitoring relevant indicators within a continuous quality improvement model.
• Identifying quality, risk, and utilization issues and working to remove or reduce them.
• Promoting evidence-based decision-making at all levels of service delivery.
• Facilitating ongoing education of staff in clinical quality management initiatives. - Initiates development of new program proposals designed to advance the scope and quality of program services at the HSC across the continuum of care and consistent with the strategic plan of the HSC and Shared Health Manitoba.
- Establishes guidelines for service loads, patient management information systems, quality assurance policies and procedures.
- Works with the Provincial Specialty Lead, Emergency Medicine, Shared Health Manitoba to establish clinical standards, which will be common to all hospitals.
C. Shared Health Manitoba Emergency Medicine
- Collaborates with the Provincial Specialty Lead, Emergency Medicine, Shared Health Manitoba in the planning and coordination of service delivery based on a system-wide model. This will include collaboration with other site program managers/directors.
- Ensures that the Shared Health Medical Staff By-law and Rules and Regulations are observed by Adult Emergency Department members.
- Keeps the members of the Adult Emergency Department Leadership Team and staff informed as to Shared Health Manitoba policies, program objectives, and other relevant matters.
- Keeps the Provincial Specialty Lead, Emergency Medicine, Shared Health Manitoba informed of all relevant activities within the Adult Emergency Department.
- Attends required meetings.
- Perform other duties that are specific to the Adult Emergency Department.
- Performs other duties as reasonably required.
Qualifications:
- Medical degree from a recognized university
- Licensed with the College of Physicians & Surgeons of Manitoba (CPSM)
- Fellow of the Royal College of Physicians & Surgeons of Canada (Emergency Medicine) or Certificant of College of Family Physicians of Canada (Emergency Medicine) or ABEM (American Board of Emergency Medicine)
- Eligible for a medical staff appointment with Shared Health
