Job Description

Reporting to the Manager of Community Services/Planner, the Marketing & Economic Development Officer (MEDO) is a member of the Community Services Branch. The MEDO functions as a specialist in the design and management of advertising campaigns and initiatives for the Town. The MEDO is also responsible for providing a broad range of economic development services such as industry (cluster) development, small business and entrepreneurship, investment readiness and attraction, economic development, and business facilitation.

This position is a full-time, fixed-term position - 12 months with possible extension

The primary responsibilities for this position include (but are not limited to) the following:

  • Coordinates the development of policies, procedures and approaches for advertising and marketing in recognition of recent trends, such as social media.
  • Responsible for the development and maintenance of the Town’s website.
  • Provides advice in the planning, development and implementation of effective advertising campaigns, such as Town Branding.
  • Upon request may be responsible for coordinating the writing, editing, and designing of marketing materials intended for distribution to all potential target audiences.
  • Remains current and up-to-date with practices and trends among local advertising agencies and media outlets to enable the most effective use of their services, where required.
  • Coordinates the production of advertising materials produced in-house.
  • Coordinates the development and implementation of economic development programs, policies, procedures and strategies that enhance Arnprior’s business climate and support economic growth, jobs and prosperity.
  • Conducts research and analysis of emerging best practices and information in order to advance the Town’s economic development, investment readiness, and business retention and attraction strategies. Recommends improvements as required in order to give the Town an on-going competitive edge.
  • Represents the Town on economic development matters as a team member, or independently by attending public meetings as a spokesperson to present, rationalize and discuss projects; preparing and presenting reports to various audiences. Representing the Town on committees, task forces, networks and meetings external to the corporation etc.
  • Coordinates the preparation and implementation of the Town’s Economic Development Strategies.
  • As a member of the Community Services Branch, the MEDO works collaboratively with the Manager of Community Services / Planner and the Chief Building Official in a team atmosphere to ensure that all aspects of the “live, work, play” continuum, business attraction and retention and land development facets are all effectively and efficiently advanced.
  • Provides support to the Manager of Community Services/Planner with planning files and initiatives as required.
  • Responsible for the planning and overseeing of the Summer Market. This includes being on-call on Sundays for 20 weeks during the summer and the managing of a summer student.

The successful candidate will have a minimum of:

  • Post-secondary education and certification in planning, economic development, commerce or marketing.
  • Minimum five (5) years of experience in a related environment.
  • Knowledge of cluster-based economic development theory and approach.
  • Knowledge of local business and economic development agency environment.
  • Knowledge of marketing and communication technologies and principles.
  • Knowledge of project management principles and practices.
  • Knowledge of capital and operating budget processes.
  • Knowledge of applicable computer technology and tools.
  • An understanding of relevant legislation, policies and procedures (for example, Municipal Act, Planning Act and Business Improvement Area legislation).
  • Maintain confidentiality, use sound judgement and demonstrate the ability to work independently and in a team environment and maintain a professional demeanour while providing services.
  • Maintain standards of conduct, possess cultural and political awareness and sensitivity, demonstrate sound work ethics and be consistent and fair.
  • Exceptional communication skills (written and verbal) with strong interpersonal skills and an ability to influence others and work effectively with people representing a wide range of interests.
  • Highly organized with a demonstrated ability to prioritize, set schedules, handle multiple projects and competing demands, and meet deadlines.
  • Effective problem-solving skills.
  • Positive, inclusive approach to project development and implementation.
  • Client-centred approach to service delivery and willingness to take personal responsibility for quality of services and on-going process improvement.
  • Proficient computer skills, sound analytical problem solving, report writing, presentation, interpersonal and time management skills.

Assets:

  • Experience with municipal planning and ROO designation.
  • Economic Development certification
  • Education in municipal government (AMCTO training).
