Position Purpose

This positionis responsible for overseeing the revenue functions of the Capital Regional District (CRD), including management of the Utility Water Billing Customer Service team, the Revenue Analyst and the CRD printshop operations. The responsibilities of the Revenue Manager are broad, encompassing all revenue functions including tax assessment (requisition and parcel tax), utility rates (water and sewer), permit fees, recreational centers and landfill fee management.

The Revenue Manager reports to the Controller and is responsible for standardization of revenue-related policies and procedures to ensure best practices are followed. This position serves as the finance lead for the modernization of revenue business processes and updates to financial systems.

Key Accountabilities/Position Outcomes

  • Plans and provides oversight for retail and bulk water utility billing and related collections.
  • Establishes best practices and continuous improvement in process and policy implementation.
  • Forecasts revenue trends along with fee reviews for CRD revenue areas, including recreational centers and the Hartland landfill.
  • Manages the Utility Water Billing Customer Service team and the Revenue Analyst, handling personnel actions such as hiring, promotion and other personnel matters.
  • Fosters a positive work culture by setting clear objectives and performance expectations, assessing training needs, and providing essential support for staff development.
  • Delivers monthly revenue reports to the Controller, detailing revenue metrics and accounts receivable status updates.
  • Administers and updates revenue bylaws, ensuring compliance and modernization as necessary.
  • Researches and interprets legislation ensuring efficient operations through reliable performance in accounting, collections, and preparation of bylaws and revenue internal controls.
  • Collaborates with other divisions to ensure integrated approaches to interrelated processes and initiatives.
  • Leads special projects as assigned, such as initiatives on Developer Cost Charges revenues and modernization of payment methods.
  • Undertakes additional financial management duties as required.

Qualifications

  • A minimum of 5 years' directly related experience
  • An equivalent combination of education and experience
  • A minimum of 2 years' supervisory experience

  • In depth understanding of accounting functions.
  • Proven ability to meet deadlines and complete work independently with a high degree of accuracy.
  • Demonstrated skills in developing and implementing business process improvements to enhance fiscal accountability.
  • Capable of building and maintaining close working relationships, facilitating collaboration with staff, other departments, and stakeholders.
  • Ability to create and report on key performance indicators (KPIs) for the CRD revenue functions.
  • Leadership and supervisory experience, demonstrating team-oriented leadership with high integrity and strong business ethics.
  • Excellent verbal and written communication skills
  • Strong working knowledge of MS Office, including intermediate to advanced use of Excel, and accounting software packages such as SAP.
  • Ability to take responsibility for resolving issues with staff, technical support, software providers, and vendors.
  • Exercise sound judgement, tact, and discretion when handling confidential matters or negotiating terms with external partners and must demonstrate exceptional customer service in interactions with other divisions and the public.
  • Strong communication and collaboration skills are essential to maintain productive relationships and facilitate effective information sharing across the organization.
