Job Description

WORK ILLUSTRATION: Responsible for the day-to-day, end-to-end delivery of an outsourced portfolio of the organization’s capital, maintenance, and externally initiated programs including but not limited to focuses such as the Permanent Road Restoration Program. This includes providing technical guidance and management of projects and programs using selected vendors through all phases of the project or program delivery to ensure on-time and on-budget completion of assigned work program in compliance with approved Toronto Hydro standards, procedures, and commitments. The incumbent is responsible for supervising a small team of professional and technical resources (internal and external) including providing coaching, feedback and mentoring on organizational processes and procedures. The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.  KEY RESPONSIBILITIES: Provide technical expertise and demonstrates ability to review engineering drawings related to utility infrastructure, road restoration and construction project cost estimation.  Demonstrates knowledge of Engineering standards and specifications, Municipal Consent Requirements, design and construction best practices. Provides day-to-day iterative guidance and support to internal team and assigned vendor(s) to validate work package viability and timely cost-effective work completion (schedule adherence, actual vs. estimate, change order management) of assigned work to ensure the work meets system needs, and is delivered with a high degree of safety and reliability and in alignment with Toronto Hydro and other related standards, specifications and procedures. This includes design review and facilitation of design approvals and construction project estimations. Participates in all construction/program meetings, and works closely with the assigned third-party auditor to ensure compliance with all required processes and procedures is maintained during project work. Reviews assigned projects, programs and scope packages and assesses if the assigned contractor has the capacity, skills and experience for the required work. Looks for interdependencies with other projects, programs and scope packages and validates with internal stakeholders as required. Vets budgetary estimates and initiates the change request process. Takes actions to mitigate and resolve program delivery issues as they arise with internal and external stakeholders that could impact work program attainment, including administrative issues, customer issues, grid operations, design and construction concerns, materials management and resourcing issues.  Manages the relationship with assigned contractor and monitors contractor performance. Confirms project execution is completed according to work plans. Leads short-interval planning and review meetings to monitor safety performance, adherence to standards and quality, schedule attainment and resourcing.  Raises non-conformance issues to contractor and monitors corrective action and closure. Conducts mid-year and year-end performance reviews with assigned contractor, and consolidates/delivers contractor evaluation feedback, with support from Senior Leader.  Reviews and oversees external services contractors to ensure the terms of the relevant contract are met, including correct invoicing and budgets are regularly monitored and reconciled.  Ensures details of contracts are managed, acting as gatekeeper to ensure work issued/contracted aligns to the work performance (i.e. no project overages).  Acts as Toronto Hydro liaison to build and foster relationships with internal and external stakeholders such as the Permit Delivery Office, City, Contractors, Auditors and Customers.  Supervises day-to day activities performed by internal professional staff, students and external contractor resources. Manages safety, attendance, performance, discipline and training and development.  Provides coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives.  Lead various departmental/divisional initiatives that align with corporate objectives. Actively participates in internal and industry working groups/committees and keeps apprised of industry best practices that improve decision making, safety, service levels, operational performance or financial outcomes. REQUIREMENTS: Bachelor’s Degree or College Diploma in Engineering (Civil / Electrical discipline preferred). Certified Engineering Technologist (CET) or Professional Engineer (P.Eng); candidates with CET or P.Eng in progress may be considered. Five (5) or more years utility design and/or construction experience – asset planning, design and construction operational experience, program management. Five (5) years supervisory and/or project leadership experience. Project Management Professional Certification (PMP) preferred. Strong knowledge of permanent road restoration program, civil construction, the electrical distribution system, utility design, civil infrastructure, construction standards and operations. Strong knowledge of applicable safety and legislative requirements and associated regulations and rules. Strong verbal, presentation and written communication skills. Strong influence, persuasion and negotiations skills. Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person.
