This competition closes on July 10, 2024.QualificationsThe successful candidate will have a relevant university degree and a minimum of 5 years of experience in a similar role and will hold the Certified Professional Purchaser (C.P.P.) designation with at least one year of supervisory experience. The ideal candidate will be a strong communicator, be very organized and have the ability to make formal presentations and work within a team environment. This position requires a high degree of initiative and independence of action. Excellent time-management and communication skills are also requirements for this position. Proficiency in Microsoft Office Products and more general experience with maximizing use of technology is required.ResponsibilitiesReporting to the Director of Finance and Administration, the Manager of Procurement Services provides leadership in the strategic procurement function for approximately $10 million per year plus acquisitions for capital projects, which fluctuate significantly depending on level of activity. This position also maintains the insurance portfolio from a risk-management perspective and provides the supply interface with suppliers and contractors. The Manager of Procurement Services recommends and implements policies and procedures to facilitate an efficient and effective procurement program. The position also manages special projects as assigned by the Director of Finance and Administration.The strategic procurement of goods and services through the effective use of technology and resources such as Interuniversity Services Inc.Researching the best source of supply ensuring timely procurement of goods with the best value to the UniversityMaintaining the integrity of the supply chain management to ensure ethical procurement practicesAs part of strategic procurement, consider supplier diversityCalling for tenders in accordance with University policy, and provincial/federal legislationPreparing specifications, drafting tender documents, electronically posting tenders, and evaluating supplier submissions.Awarding contracts based on tenders and providing follow-up such as contract preparation in certain situationsDeveloping internal customer and external supplier relationshipsSupervising the Buyer and performing day-to-day administrative duties such as reviewing purchase requisitions to ensure they meet all policy requirementsFollowing up on outstanding purchase orders on a regular basisDeveloping both short and long-term objectives for Procurement Services, including drafting policies and proceduresManaging the Universitys insurance programs, including property, liability, vehicle, boiler, and art collection insurance.
