PURPOSE

This position is responsible for planning, directing and controlling the financial functions of the municipality in accordance with the Municipal Government Act (MGA) and Public Sector Accounting Board (PSAB) standards. This includes, preparing the budget; conducting financial analysis and preparing all required financial statements and reports; developing and implementing an effective system of accounting; supervising the management of the payroll system and developing and recommending sound financial policies and procedures which contribute to the financial sustainability of the municipality.

Key Responsibilities Include:

ROLES & RESPONSIBILITIES

Strategic Responsibilities

  • Participates in financial and strategic planning with senior management and Council;
  • Prepares, compiles, and assists the CAO in the presentation of the annual Operating and Capital Budgets to the Mayor and Council for approval;
  • Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and sound fiscal practices are followed;
  • Analyzes a variety of financial information for the purpose of providing direction and support, making recommendations, maximizing the use of funds, and ensuring overall operations are within budgets;
  • In collaboration with department managers and the CAO, prepares long range financial planning documents including 10-year Capital Plans;
  • Develops financial policies in regards to revenues and expenditures, budgeting, capital asset management and investments for recommendation to Council; and
  • Ensures compliance and implementation of all financial policies approved by the Council.

    Operational Responsibilities

     
  • Ensures that all financial functions are performed in a timely and efficient manner and that such services are customer-oriented;
  • Supervises and directs assigned contractors including auditors and assessors;
  • Manages City of Brooks' investments and corresponding cash position as per legislation, approved standards and policies;
  • Maintains appropriate financial information systems and internal controls to provide up-to-date reference materials sound audit trails and ensures that the City's assets are safeguarded;
  • Assists in the development, implementation, coordination and promotion of the City's Asset Management Plan;
  • Conducts regular internal reviews to ensure the accuracy of corporate records and reports and the integrity of departmental Ensures that adequate financial controls are in effect;
  • Monitors all financial transactions to ensure compliance with PSAB, MGA, bylaws, policies and procedures and other regulating bodies;
  • Exercises signing authority on behalf of the city and performs the duties of designated officer as assigned;
  • Relates to and communicates with customers, coworkers, contractors and the general public sincerely, tactfully, promptly and courteously;
  • Functions as an effective team member;
  • Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions;
  • Acts as a resource to co-workers and
  • Compiles data from a variety of sources for the purpose of analyzing issues, ensuring compliance with financial policies and procedures, and monitoring programs.

  • Management of Subordinate Staff - Supervisory Responsibilities
  • Provides leadership, supervises and coordinates all financial activities within the mandate of the department;
  • Assesses and balances workloads, maintains up to date work plans, priority task listings and finance department job descriptions;
  • Establishes and maintains a working environment conducive to positive morale, quality, creativity and teamwork;
  • Participates in the recruitment process of obtaining new hires;
  • Coaches, develops and leads by example;
  • Ensures appropriate training and development is offered;
  • Creates a high-performance culture with a strong team focus;
  • Conducts annual performance reviews and
  • Provides formal and informal feedback to subordinate staff and mentors high potential employees.

  • Year-end Responsibilities
  • Completes in good form and on a timely basis, annual financial statements and information returns;
  • Reviews year-end entries for accuracy;
  • Ensures that all year end reporting requirements have been
  • Co-ordinates the external audit and prepares a comprehensive audit file with adequate documentation to support the annual financial statements and
  • Presents the annual financial statements to the audit committee, and then to Council for approval.
  • Requirements:

    EDUCATION AND EXPERIENCE

  • University Degree with a Major in Accounting, finance or related field;
  • Preferably possesses or is working towards a Chartered Professional Accountant (CPA) designation;
  • Minimum of 7 to 10 years of progressive experience in full-cycle accounting;
  • An equivalent combination of education and experience may be considered;
  • Experience in Public Sector Accounting will be considered an asset;
  • Ability to keep informed of new trends, developments, legislation and regulations impacting the activities of the finance
  • Ability to perform at a managerial level, including effective supervisory, coaching and human resource management;
  • Comprehensive knowledge of accounting information systems;
  • Solid understanding of annual budgets, forecasting and long-term planning principles;
  • Knowledge of MGA will be considered an asset;
  • Ability to establish procedures and exercise strong organizational concepts;
  • Ability to make decisions in accordance with established policies and procedures;
  • Ability to effectively coach, schedule and assist clerical staff;
  • Strong Excel skills in preparing varied financial spreadsheets;
  • Ability to ensure all work-related information is kept confidential as per City policy and in accordance with Freedom of Information and Protection of Privacy Act;
  • Ability to plan, prioritize and manage workload, including the ability to tolerate frequent interruptions and still meet deadlines;
  • Proficient in Microsoft Office;
  • Ability to troubleshoot and problem-solve;
  • Advanced public relations, written, and oral communication skills;
  • Attention to detail and strong prioritizing and multi-tasking skills with a high degree of accuracy;
  • Team orientated, possessing an open communication style;
  • Demonstrated ability to show initiative and

    Additional Job Information:

    Salary Range: Compensation & Benefits: The City of Brooks offers a competitive salary and benefits package for this position. The regular working hours are Monday to Friday, from 8:00 am to 5:00 pm. The successful applicant will also receive a free family membership to the JBS Canada Centre during the term of employment. A clean criminal records check and driver abstract will be required before an offer of employment is presented to the successful applicant.
