This position directs the Clerk’s Department’s day-to-day operations, including front-line customer service, licensing, animal control, and vital statistics administration. Additionally, the Manager of Corporate Services manages the Corporation’s insurance, risk management, and claims management program, Accessibility program, and is responsible for the maintenance, security, and health and safety programs of City Hall. Overall, this position plays an integral role by providing trusted advisory services, comprehensive reports, recommendations, information, research, guidance, direction, and advice to Council, staff, and the public on policies, procedures, programs and services. The Manager of Corporate Services demonstrates leadership skills, conflict resolution skills, and a passion for providing exceptional support services. Responsibilities:.Oversee program delivery and customer service delivery, both internal and external.Lead, manage, and coordinate staff; provide direction, advice, and guidance to staff and customers; provide conflict resolution, responsible for performance management; development of annual staff objectives, goals, and KPIs.Review and implement legislation changes applicable to the municipality.Manage the Corporate insurance, risk management, and claims management program.Oversee the coordination of the City’s accessibility requirements under the Accessibility for Ontarians with Disabilities Act.Oversee the switchboard functions for the Corporation and the customer service provision for the Division.Oversee the City’s Crossing Guard, Community Grants, and Animal Control programs.Oversee marriage, lottery, taxi, and business licensing, including reviewing and recommending changes to Council and staff on implementing amendments applicable to the municipality.Oversees and directs the vital statistics function.Responsible for the maintenance, security, and health and safety programs of City Hall.Assists with preparation and control of the Clerks operating and capital budget.Assists with the provision of the Municipal and School Board Election.Qualifications:Essential:University degree in Public Administration, Business Administration or a related field.Minimum 5 years of leadership and management experience.Experience in service provision and managing large projects.Strong people leadership and change management skills.Ability to research, investigate, and implement new programs and services.Ability to thoroughly and accurately research and report on various topics and legislative matters.Ability to manage multiple large projects simultaneously.Ability to prioritize workloads and meet deadlines.Tact, diplomacy, political acuity, and good judgment skills.Strong written and oral communication skills.Strong public relations skills and interpersonal skills.Conflict resolution skills, ability to deal with angry and aggressive customers.Detail-oriented with demonstrated initiative and a commitment to accuracy.Excellent computer skills using Microsoft applications.Preferred: Municipal Administration training would be an asset.Knowledge of insurance processes, including claims management, would be an asset.Knowledge of the Accessibility for Ontarians with Disabilities Act, the Occupational Health and Safety Act, the Vital Statistics Act, the Marriage Act, and the Alcohol and Gaming Commission of Ontario rules and guidelines would be an asset.Working Conditions:Usual public office conditions with frequent interruptions to provide advice, direction and information to staff, the public and Council.Must be able to organize work schedules to meet identified priorities and deadlines.Work is subject to deadlines imposed by Statute and the Deputy Chief Administrative Officer/City Clerk.Observes regular office hours however hours of work are governed by the time required to complete tasks.The City of Woodstockis committed to diversity andinclusivityin employment and welcomes applications from qualified individuals of diverse backgrounds.
