Manager, Application Development in Information Technology Services

WHO WE ARE:
The University of Windsor (the University or UWindsor) is a globally relevant, regionally focused University that welcomes over 16,000 students in a range of comprehensive and research-intensive graduate and undergraduate programs. MANAGER, APPLICATION DEVELOPMENT RESPONSIBILITIES:
As a member of the Information Technology Services Leadership team, contribute to the effectiveness of the Department by planning, organizing, and managing all technology aspects of the Application Development and Support group in alignment with departmental goals and objectives, policies, standards, and procedures. Provide leadership and direction to staff within the Application Development group in the delivery of best-in-class technology solutions to the campus community in alignment with the short and long-term goals of IT Services and the University.

Skills

• Leads, manages, mentors, and monitors the team to ensure reliable operation and delivery of applications, systems, and related technologies / services
• Support academic and administrative units in developing, implementing, and managing all applications, systems, and related technologies
• Collaborate with other Managers within IT Services and other University stakeholders to manage and deliver projects related to the overall IT Strategic Plan
• In consultation with the Assistant Director and / or Executive Director, IT Services, determine staffing, budget, and training requirement in support of achievement of strategic goals
• Provide comprehensive, comprehensible, and timely documentation and / or reports (e.g., Project Scope Statements, Project Status /Timeline Reports, Budget Reports, Briefing Notes, etc.) upon request for consideration / review with various Departments, Committees, and other levels of Management
• Provide strategic advice and guidance to Departments, Committees, and all levels of Management in the development and implementation of policies, procedures, standards, and best practices relating to desktop, server, and other associated technologies
• Continually enhance professional, management and technological skills to further enable staff to deliver effective services, while considering and anticipating the impact of new and emerging technologies and services for the University

Qualifications

ESSENTIAL QUALIFICATIONS:

• ITIL Certification
• Minimum of 3 years of related experience including:
o Managing / leading teams responsible for implementing and maintaining enterprise applications / systems and related services
o Leading significant change management initiatives or transformative projects in a large organization
o Proficiency in development including building dynamic customer-facing apps using APIs. Hands-on expertise in disparate technologies ranging from front-end user interfaces to back-end systems. Strong fundamentals in object-oriented design, algorithm design, problem solving, and complexity analysis.
o Proficiency in technology infrastructure solutions and services including operating systems, databases, middleware, web stacks, directories, and associated software / applications
o Proficiency in planning, design, implementation, and maintenance of all aspects of application architecture projects including identity and access management. Authentication, , and application infrastructure design
o Proficient in MS Office (i.e., Outlook, Word, Excel, PowerPoint, etc.) and other productivity tools / systems
o Experience with evaluating, purchasing, and implementing technology solutions
o Knowledge of current and emerging trends / developments relating to technology infrastructure and related services
o Experience in modern DevOps/SRE practices such as CI/CD
• Strong interpersonal skills with demonstrated success in leadership, negotiation, teamwork, communication, and presentation skills
• Strong communication skills including the demonstrated ability to write concise business / technical correspondence (e.g., reports, briefing notes, etc.) for all audiences
• Strong organizational and prioritization skills in a fast-paced environment with tight deadlines
• Experience in the development and administration of policies, programs, and procedures
• Ability to maintain tact, diplomacy, and confidentiality at all times
• Demonstrated commitment to promoting Indigenization, equity, diversity, inclusion and accessibility
• Experience with project management skills / software

PREFERRED QUALIFICATIONS:

The preferred candidate will possess:
• Master’s Degree - Computer Science or Business
• Knowledge of applicable University policies, procedures and services offered, particularly those relevant to IT Services
• Experience in a University environment

Education Requirements

  • Bachelor’s Degree in Computer Science or Business or equivalent combination of education and experience as determined by the department
