IMMEDIATE INTERIM OPPORTUNITY

Interim Executive Director Human Resources

Reports to: VP Corporate Services & CFO

Duration: 4—6 months

Location: Ottawa – Hybrid working

Travel and Accommodation offered


Our client is a complex and high profile federally funded government agency. They need a strong and accomplished HR leader to support the organization’s employees and the management team through a period of significant transition and change. This interim will coach, lead, and inspire a diverse portfolio of HR professionals alongside providing critical insight and support to the VP Corporate Services and the broader executive leadership team. This is a classic ‘strategic interim’ engagement as you will have both operational and transformational objectives. This role partners with the VP Corporate Services as the organization modernizes their HR strategy with the goal of elevating the impact and sophistication of HR programs. To be successful in this role you will have a deep background in HR, have extensive experience working in unionised environments, love coaching and inspiring talent through change.


Key Accountabilities:

  • Leads development of multi-year human resources strategy and roadmap in alignment with the client’s broader strategic plans; responds to evolving business needs; and attends to change management.
  • Champion ongoing modernization and automation of HR processes, ensuring optimal balance of service and efficiency.
  • Provides holistic oversight to functional areas of payroll and benefits, talent acquisition and staffing, employee and labour relations, collective bargaining, classification, compensation, workforce planning, learning and development, health and safety, and internal communications
  • Ensures optimization and maintenance of information systems and data management processes and outcomes and attends to continuous improvement.
  • Leads design and ensures effective organizational model and clarity in roles and responsibilities.
  • Provides mentoring, coaching and performance management for resources, and support to all HR team members as needed; resolves escalated people management issues.
  • Monitors departmental culture and productivity and intervenes when necessary.
  • Ensures a positive, productive work environment as a division leader.
  • Oversees spending and service agreements related to professional services.
  • Provides expert analysis, advice and coaching to management team in relation to HR management and leadership practices including resolution of situations and performance/behavior management issues within their team.
  • Ensures the integrity of all human resources matters – timeliness and accuracy – protecting the organization from risk and liability and reputational damage.
  • Supports viability of the client through proactive risk identification and mitigation on human resources matters.
  • Develops strategic response with an enterprise-wide view on all human resources matters including complex relationship with internal divisions and departments and external industry.
  • Operates within the context of a range of external regulatory and generally accepted practices that are nuanced, sometime vague, and potentially conflicting.
  • Leads division with the organization with responsibility for coaching, mentoring and performance management including labour relations.


Competencies and Requirements:

  • Completion of university degree in human resources, commerce, business Administration, Industrial Relations, or a related discipline
  • Minimum of 12 years of previous experience in progressive leadership roles.
  • Led multiple HR modernization projects.
  • Experience in complex unionized environments.
  • Experience with collective agreement bargaining and negotiations.
  • Knowledge of issues, trends, best practices, and challenges related human resources.
  • Knowledge of relevant local, provincial, and federal legislation and regulations.
