Job Purpose
The HR Manager oversees the strategy and implementation of a strong and supportive HR business area. The HR Manager is accountable for a full range of Human Resources-related services to the staff at BGCCVI and provides leadership and guidance to management to improve the effectiveness of BGCCVI’s HR practices.
Wage: $52,000 - $60,000 per year
Location: Nanaimo, BC
Hours: Full-Time, Monday - Friday
Duties and Responsibilities
Leadership
Direct the day-to-day provision of Human Resources services, systems, metrics, policies and programs of the HR Department, making recommendations for improved efficiencies and effectiveness
Assist Executive Director and other HR team members with implementation of HR strategies in operations, performance management, learning and development and succession planning
Support and guide employees in the employee lifecycle process with solution-driven advice on issues related to employee relations, performance management, development and other workplace human resources challenges
Execute, monitor and trackeffective onboarding process with support from HR team.
Administer the day-to-day provision of Human Resources services, systems, metrics, policies and programs of the HR Department, making recommendations for improved efficiencies and effectiveness
Contribute insights and opportunities to the Executive Director to inform ongoing and annual reviews of risk management plan, CARF accreditation and Operating Standards.
Provide leadership and undertake investigations with respect to staff performance management issues
Support Executive Director during the yearly contract renewal through our benefits broker; negotiate rates, provide plan insight to enhance value, and present cost-effective planning.

Employee Relations
Provideobjective guidance to employees in the employee lifecycle process with solution-driven advice on issues related to employee relations, performance management, development and policy interpretation and other workplace human resources challenges.
Maintain clear channels of internal communication to promote a person-centered organization through various internal methods.
Provide ongoing support on HR related matters, policies and procedures ensuring the overall effectiveness of the HR operations.
Respond to internal and external HR related inquiries or requests and provide support alongside the Executive Director and Leadership Team
Manage all aspects of employee health and safety in alignment with WorkSafe BC
Support Leadership Team with ongoing best practices in recruitment and retention including the development of a strong staff recognitionprogram.
Recruitment, Onboarding and Retention
Oversee and support Agency onboarding/offboarding process and continue to assess and improve as needed to support recruitment and retention.
Collaborate with Leadership Team and hiring supervisors to determine the effectiveness of recruiting plans, process, and implementation.
Support and advise Senior Leadership Team tomaintain and enhance, a client-centered Performance Management Process to support retention.
Oversee the creation and maintenance of current job descriptions, job postings and competency-based interview questions related to job requirements for both internal and external candidates.
Training and Development
Support Senior Leadership Team to undertakejob evaluations to ensuretraining and development plans for staff are relevant and effective.
Provides mentorship and leadership to managers and supervisors in executing training and development for staff.
Champions implementation of BGCU internal training platform across the organization.
HR Administration
Maintain BGCCVI’s Human Resources Policies & Procedures, adapt as needed to comply with Federal and Provincial legislation.
Participate in the review and audit of HR work practices and systems to comply with required accreditation (CARF), Operating Standards and employment standards.
Participate in establishing HR metrics and data analysis, identifying trends and patterns to inform HR initiatives.
Ensure Agency documentation adheres to all governing regulations and laws, including those of PIPEDA, PIPA, Social Services, Labour Standards, WorkSafe BC, Human Rights, and any other applicable government standards.
