As part of our ongoing growth and commitment to quality, we are seeking a skilled and experienced Highways Asset Programme Manager to join our team.

Job Overview:

The Highways Asset Programme Manager will be responsible for overseeing the planning, execution, and management of the highways asset programme. This role requires a strategic thinker with strong project management skills, excellent communication abilities, and a deep understanding of highways maintenance and asset management.

You will be required to manage and coordinate delegated countywide capital and revenue budgets ensuring collaborative, efficient and cost-effective delivery mechanisms are consistently applied. This will be achieved by leading a team in utilizing a variety of differing software systems, survey data and stakeholder liaison to prioritise and target budget use through the application of asset management principles.

Duties will include:

  • Effectively lead the Asset Programme Team, actively supporting team member development.
  • Ensuring that works arising from delegated Capital or Revenue budgets are prioritised, planned and programmed applying asset management principles.
  • Ensuring the costs are claimed in accordance with the Contract ensuring a best value approach is taken at all times. •
  • Managing delegated Capital and Revenue budgets.
  • Interrogate and manipulate data from Pavement/Routine Management Systems and various other data sets including condition surveys and defect information to develop, manage, prioritise and coordinate the countywide programmes.
  • To assess, coordinate & prioritise the nominations for capital and revenue works, according to policy processes and best practice.
  • To be a single point of client contact for service programme status and prioritisation.
  • Assisting in Cornwall Council budget allocation by preparing and providing associated evidence using asset condition data, assessment information and pipeline planned annual programmes.
  • To represent the Council and Cormac in court when required.
  • To maintain confidentiality of information acquired in the course of undertaking duties for the business.

About you

We are looking for you to bring:

  • To hold an HNC or equivalent level 4 qualification in a relevant subject.
  • Demonstrable experience in the coordination and management of complex programmes and works schedules involving multi-disciplinary teams/multiple stakeholders.
  • Knowledge and understanding of highway and environment related legislation, policy and procedures.
  • A sound highway engineering and environment background is essential to enable the post holder to make decisions and provide guidance to team members on complex highway maintenance related issues.
  • Full UK Driving Licence.

Salary: £41,130 - £52,110
