Job Description

Reporting to the Mill Manager, the Health & Safety Manager is responsible for leading and coordinating all occupational safety and loss prevention programs to ensure employees' safety and well-being. Working with all staff levels within the site provides expertise and guidance to promote an expertise safety culture. The Health & Safety Manager is responsible for the management and coordination of the hygiene program. Areas of Responsibility: Safety Plans Development and Deployment Develops and implements policies, programs, processes, and procedures to ensure compliance with regulations, and guidelines related to occupational health and safety. Develops and implements incident investigation, data analysis, and root cause analysis. Provides support and guidance to the site management team, operating areas, and safety representatives with respect to health and safety issues. Act as a resource advisor for the JOHSC (Joint Occupational Health & Safety Committee) in order to identify opportunities for improvements for safety programs and procedures. Provides technical and developmental training to all employees and contractors as required. In cooperation with other departments ensures compliance with legal requirements on the selection, modification, and/or installation of all new or existing equipment by supplying technical expertise and guidance within the areas of safety acceptability. Assists supervisory staff in corrective actions resulting from analysis of accident and incident reports, safety statistics, audits and inspections in conjunction with the Joint Occupational Health and Safety Committee. Develops, recommends and implements changes/improvements to the health and safety program, policies and procedures, ensuring compliance with law, regulation, and policy. Plans and prepares for audits, using OHSAS 18001 and WSBC COR standards as guidance. Prepares and maintains an annual budget for Health and Safety. Identifies and delivers training related to health and safety. Safety Culture Establish and promotes an interdependent safety culture with a core belief that ZERO IS ACHIEVABLE Promote environmental, health, and safety culture through safety training and education solutions related to environmental, health, and safety issues, practices, and risks, coaching the team as the need arises. Motivates team leaders, supervisors, and employees to identify unsafe conditions or acts; and assists in implementing changes to prevent injuries while maintaining the support of all stakeholders employing various safety techniques. Emergency Response Services Plans and leads an annual site Emergency Response Plan, including development and maintenance of the site Emergency Response Crew (ERC) Ensures the mill maintains a high level of first aid, safety, security, and fire protection capabilities on a 24 hour, 365-day basis. Site Security Manages Site Security and ensures compliance with relevant regulators. Relationships Maintain a productive working relationship with regulators and insurance support staff to formulate appropriate corrective actions that protect employees and mill assets. Coordinates and supports management and union activities to facilitate continuous improvement in the areas of occupational health, safety, and loss prevention. Qualifications: Education/Technical/Experience A Bachelor’s degree in safety is preferred Significant years of experience in Occupational Health & Safety in an industrial setting Candidates who have demonstrated experience in establishing safety culture, or leading culture change, and developing/implementing management system is preferred A CRSP (Canadian Registered Safety Professional) designation or actively pursuing designation Experience in Emergency Response programs such as fire department involvement, hazmat training, or incident command, preferred but not required Strong interpersonal skills, comfortable in a small team environment and interacting with senior level managers. Excellent written, verbal, listening, and presentation skills Ability to handle complexity and balance the big picture and details given scope & scale of role The ability to be decisive while understanding organizational sensitivity.
