The Ministry of Energy and Resources develops, co-ordinates and implements policies and programs to promote the growth and responsible development of the province's natural resources industries. The Ministry operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations and policies for all natural resource sectors. The Opportunity

The Ministry is seeking a collaborative and innovative leader for the position of Executive Director, Lands and Mineral Tenure Branch. Reporting to the Assistant Deputy Minister of the Lands and Corporate Services Division, the Executive Director is a key member of the Ministry’s leadership team and will be expected to drive innovation, foster internal and external partnerships, and create a dynamic culture within the organization.

The Executive Director will:

  • Lead a diverse team in a supportive environment while facing multiple competing priorities;
  • Collaborate on cross-divisional policy and administrative challenges to support the development of Saskatchewan’s resources;
  • Identify opportunities to ensure the effective and efficient delivery of services to industry clients;
  • Provide oversight to the administration of tenure for the right to explore and develop Crown minerals, which includes the Crown public offering process;
  • Administer mineral rights owned by the provincial Crown;
  • Oversee the provision of technical support (e.g., GIS, Geomatics, data management) for processes related to mineral rights and tenure;
  • Develop Indigenous policies related to mineral rights and the implementation of Treaty Land Entitlement agreements;
  • Provide strategic options, policy advice and recommendations to the executive leadership team on issues relating to mineral rights and tenure; and,
  • Foster collaborative relationships with other government agencies, industry partners and Indigenous communities.

The Ideal Candidate

  • Leadership skills to develop and implement strategies, enable others to excel, encourage innovation, and facilitate collaboration;
  • Proficiency in change management principles and techniques to effectively lead organizational change initiatives, foster resilience, and facilitate smooth transitions;
  • Knowledge of the issues and trends facing Saskatchewan’s mineral sector;
  • The ability to anticipate, identify and evaluate the potential implications of competing interests surrounding the development of Saskatchewan’s resources, and to develop options and make policy recommendations that reflect the Ministry’s goals;
  • The ability to interpret and apply policies and regulations surrounding mineral rights and tenure, as well as an understanding of Indigenous land claims and policies;
  • Knowledge of the Government’s planning, accountability, and legislative processes;
  • An understanding and appreciation of cultural diversity, including Indigenous cultures, and the ability to incorporate cultural sensitivity into policies, practices, and stakeholder engagements; and,
  • Well-developed written and oral communication skills, including the ability to develop relationships and work with and influence a variety of stakeholders.

Typically, our successful candidate will have obtained the knowledge required for this position through the completion of a post-secondary degree in a related discipline combined with experience in the mineral sector, policy, planning, and team development. A combination of skills, training, and experiences providing an equivalent background will be considered.
