Halifax Regional Municipality is inviting applications for (1) one permanent position of E-Learning Curriculum and Instructional Designer with Halifax Regional Fire & Emergency (HRFE).
Under the direction of the Division Chief - Training, the eLearning Curriculum and Instructional Designer is responsible for e-Learning curriculum development and instructional design, using their expertise in applying best practice standards for eLearning to create interactive eLearning Modules consistent with adult educational principles and curriculum development planning for the Halifax Regional Fire & Emergency business unit. The eLearning Curriculum and Instructional Designer is also responsible for the administration of the Learning Management System (LMS) and providing support to the end users regarding use of the Learning Management System.
DUTIES AND RESPONSIBILITIES

  • Lead course / curriculum development processes and emerging, theories, trends, methodologies and principles including needs assessment, planning, program design and development, in consultation with Business Units;
  • Develop creative eLearning solutions using instructional design methodologies, industry standard tools and software along with integrating required video, audio and graphics to achieve consistent style and voice;
  • Responsible for mentoring Training Consultants/Officers and making effective recommendations regarding types of subjects appropriate for eLearning and leverage best practices regarding adult learning principles and instructional design;
  • Collaborate with Training Consultants/ Officers to ensure learning program content is aligned to drive desired outcomes - engaging and appropriate for audience;
  • Evaluate effectiveness of learning programs in achieving desired learning outcomes. Make recommendations and amends learning programs accordingly to close performance gaps and meet changing learning needs of the organization;
  • Make recommendations that maximize the benefits of eLearning in achieving the strategic goals and objectives of the organization.
  • Function as Project Manager for eLearning projects - prioritize projects, develop resource and time estimates, track deliverables and provide regular status reports.
  • Act as Project Lead for outsourced content development or instructional design in conjunction with Training Consultants/ Officers while managing relationships with external vendors/partners providing eLearning solutions;
  • Coordinate testing of learning materials and testing/deploying of new and revised eLearning courses in the LMS;
  • Troubleshoot issues with functionality of the LMS system. Liaise with IT & LMS vendor on technical / system issues.
  • Develop and deliver LMS and related educational technology workshops and hands on training as necessary;
  • Other duties as required to support the delivery of learning & development to the organization
  • May perform other related duties as assigned
QUALIFICATIONS
Education and Experience:
  • Minimum three (3) years' recent, related experience in eLearning development, administering an LMS, instructional design and/or learning technologies;
  • Bachelor's Degree in Education, Training/Adult Education, Instructional Design, Educational Technology or related field;
  • Experience working with Learning Management System (or LCMS) platforms; with a good level of understanding of the possibilities and constraints of learning technology;
  • Demonstrated skills in project management;
  • Experience working with Content Object Repositories.
Technical/Job Specific Knowledge and Abilities
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook);
  • Knowledge of Microsoft Visio;
  • Excellent knowledge of adult learning theory, instructional methodologies, technology-enabled design and learning methods;
  • Proven understanding of compliance development standards (i.e. SCORM);
  • Proficient in eLearning techniques and tools for web animation, web graphics, photo editing and audio recording/editing such as Articulate, Storyline, Photoshop, Captivate, Camtasia;
  • Strong writing, editing and proofreading skills in English;
  • Able to manage work projects, with teams of up to 7-10 people;
  • Strong focus on customer service and collaboration;
  • Strong attention to detail and critical thinking/analysis skills.

WORK STATUS: Permanent, full-time
HOURS OF WORK: Monday - Friday, 35 hours per week, however work outside these hours may be required.
SALARY: Non-Union Salary NU 07 - 82,080- 106,220
WORK LOCATION: Station 9 - 1 Metropolitan Avenue
