Halifax Regional Municipality is inviting applications for (1) one permanent position of Division Chief in the Logistics Division with Halifax Regional Fire & Emergency (HRFE)

Under the direction of the Deputy Chief, the Division Chief of Logistics is responsible for planning, monitoring, and management of the department's emergency equipment supply system that includes procurement, storage, inventory, and distribution of equipment, supplies, and other assets. This includes providing leadership to Logistics personnel, preparing, and conducting research for technological advancements, and the implementation and management of an asset and inventory control system.

The Division Chief of Logistics is also responsible for the service and performance excellence of the Division, including the design and implementation of organizational and procedural changes to improve delivery of logistics services.

The Division Chief of Logistics leads personnel through integrity, credibility and by example in a manner that supports and promotes the mission, vision, and values of HRFE. They are a key member of the HRFE Management Team.

KEY RESPONSIBILITIES
  • Develops, implements, and monitors inventory control systems and maintains an accountability system for all HRFE equipment, tools, and supplies
  • Establishes and maintains effective and collaborative relationships with vendors and suppliers; ensures compliance with procurement purchasing and billing policies
  • Prepares annual business plan for division. Aligns division goals and objectives with larger HRFE strategic and business plans. Monitors strategic / business plans and budget for division and identifies any risks
  • Operates as part of the management team and participates in strategic initiatives to advance the department
  • Manages the Division budget and participates in the department budget planning process
  • Ensures equipment/supply integrity, accountability, and readiness for use; creates an effective mechanism to ensure the timely and accurate deployment of necessary supplies and equipment to support large scale incidents
  • Conducts research, develops specification, and makes recommendations for purchase agreements.
  • Evaluates and adjusts service delivery for division to ensure established service standards are met and strategic/business plan, goals and objectives are achieved.
  • Administers performance management and progressive discipline as necessary, including recommendations to the Deputy Chief.
  • Administers labour relations matters including the hearing of grievances and imposition of discipline, as required
  • Responsible for the recruitment, hiring, training, development, and orientation of new employees.
  • Makes recommendations to the Deputy Chief regarding necessary changes to operational policies and guidelines, equipment, systems, and technological changes to improve efficiency within the Division.
  • Develops and recommends department policies and procedures to ensure compliance with workplace safety as outlined in the NS Occupational Health & Safety Act
  • Keeps abreast of best industry practice on new technology and innovation for advancements in equipment and supplies.
  • Responsible for oversight and management of the Respiratory Protection Program for Face Fit Testing, SCBA and other critical personal protective equipment.
  • May respond to emergencies and assume Logistics Section Chief role or other work under the Incident Command system as required.
  • Performs ongoing needs analysis to identify supply, equipment, and performance maintenance gaps within the organization, and develop programs to correct those gaps.
  • Supports the Safety Division in developing supportive safety procedures for HRFE members.
  • Provides leadership and supervision to assigned personnel.
  • Represents HRFE on various committees and associations as required.
  • Responsible for other duties assigned as appropriate to the function and responsibilities of the position
QUALIFICATIONS
Education & Experience
  • Degree or Diploma in Inventory and Asset Management, Supply Chain/Logistics Management, or Business from a recognized institution.
  • Minimum five (5) years' experience in a managerial or supervisory role.
  • Valid Class 5 Nova Scotia Driver's License (or equivalent from another province) with a clean and responsible driving record.
  • All Hazards Logistics Section Chief, or completion within twelve months of hire.
  • ICS 300 certification, or completion within twelve months of hire.
  • Experience in financial management, asset management and inventory control systems.
  • Experience in the preparation of equipment specifications and interpretation of tender documents.
Technical/Job Specific Knowledge and Abilities
  • Ability to communicate both written and orally.
  • Ability to prioritize and coordinate a multitude of tasks and responsibilities.
  • Knowledge of composite fire service.
  • Knowledge of the HRFE Volunteer structure, issues, and requirements.
  • Working knowledge of information management and record keeping practices
  • Ability to plan, organize and direct logistics services during emergency incidents.
  • Practical knowledge of Collective Agreements and their administration.
  • Knowledge of departmental rules, regulations, standard operating guidelines, procedures, policies and applicable Municipal and Provincial Codes, Acts, Regulations, Administrative Orders and Municipal Bylaws.
  • Ability to maintain a calm and professional demeanor in confrontational or difficult situations.
  • Knowledge of business-related software and technology, i.e. FDM, D4h, spreadsheets, databases, word processing, email, etc.
Security Clearance Requirements: Applicants will be required to complete an employment security screening check

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer's discretion

WORK STATUS: Permanent, full-time

HOURS OF WORK: Monday - Friday, 35 hours per week, however work outside these hours may be required. The position has an 'on-call' requirement in case of emergency.

SALARY: Non Union Salary FM 2 - $143,920-$148,280

WORK LOCATION: 43 Borden Avenue
