Job Description

The Kativik Regional Government (KRG), a supra municipal body with jurisdiction over the territory located north of the 55th parallel, is now looking for a self-motivated, dynamic and experienced individual interested in joining the KRG to work in the capacity of:

DIRECTOR REGIONAL AND LOCAL ECONOMIC DEVELOPMENT

(Full time permanent position)

Reporting to the Director General, the Director of Regional and Local Economic Development (RLED) manages all aspects of the KRG’s regional and local economic development initiatives. The Director of RLED develops and spearheads the implementation of economic development programs for the Nunavik region. The Director of RLED is responsible for performing market research and analysis, developing strategies to help the Nunavik region build positive relationships with businesses and potential economic partners. The Director of RLED advises the KRG’s Executive on matters related to the economic development of the Nunavik region. More specifically, the Director of RLED is responsible for:

  • Developing and implementing strategic programs to motivate the economic and financial growth of the Nunavik region
  • Analyzing market trends, identifying business opportunities and providing information on various fundingsources available to Nunavik businesses;
  • Advising the KRG and Nunavik businesses on applicable government regulations and programs;
  • Assisting Nunavik business in the preparation of business plans, financing and funding requests as well as in preparing all necessary financial statements and information;
  • Assisting business promoters in gathering and analyzing financial data in accordance with best practices;
  • Acting as a liaison between businesses, projects, promoters, northern organizations and governments as well as with other stakeholders and partners;
  • Working with local and regionaleconomic partners on identifying economicand investment opportunities;
  • Gathering, analyzing and presenting pertinent economic data to Nunavikorganizations, the KRG and other stakeholders and partners;
  • Preparing and implementing local development plans in coordination with municipalities, landholding corporations, cooperatives, associations, socioeconomic groups and committees;
  • Preparing and assisting in the negotiation of specificagreements related to economic development in the region;
  • Ensuring that the activities of the department are aligned with industry best practices and compliant with all Provincial and Federal rules and regulations;
  • Acting as a representative of the KRG with representatives of the federal and provincial governments;
  • Making recommendations and assisting in the application and negotiation process for various federal and provincial funding initiatives;
  • Developing and maintaining a strong relationship with internal and external stakeholders;
  • Elaborating and following up on the departmental budget;
  • Planning and leading the operations of departmental staff;
  • Preparing and presenting a quarterly activity report to the Regional Council;
  • Preparing and presenting reports to the Executive Committee on department initiatives as required.

QUALIFICATIONS

  • University diploma in economic development or a related field. Exceptional relevant work experience will also be considered;
  • A minimum of ten (10) years of experience in an upper management position in the field of economic development;
  • In depth knowledge of all applicable rules, regulations and programs;
  • Strong problem-solving skills with strong attention to detail;
  • Demonstrated experience preparing and updating a departmental budget;
  • Demonstrated leadership skills and an ability to guide and inspire a team;
  • Strong communication and presentation skills and an ability to interact with stakeholders;
  • Strong time management and organizational skills and ability to multitask and ability to work under pressure and meet tight deadlines;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English and French;
  • Professional work experience in a cross-cultural or multi-ethnic environment will be considered an asset.

Place of work: Kuujjuaq, Quebec

Salary: Min. $123,588 yearly – Max. $169,935 a year.

Cost-of-living differential: minimum of $8 500 annually;

Food allowance: minimum of $3 903 annually;

Annual leave trips: maximum of 3 per person annually;

Vacation: 30 days annually;

Statutory holidays: 20 days including 10 days during the Christmas period.
