Reporting to the regional Vice President and District Manager, the Director of Operations will be responsible for the quality and overall execution of construction projects. This role will lead the Operations department and oversee all project teams including Commercial Managers, Special Projects, Project Directors, Senior Project Managers, Project Managers, Field Manager/Construction Manager, QA/QC, Specialties Managers and Project Management Support.

Reporting to the regional Vice President and District Manager, the Director of Operations will be responsible for the quality and overall execution of construction projects. This role will lead the Operations department and oversee all project teams including Commercial Managers, Special Projects, Project Directors, Senior Project Managers, Project Managers, Field Manager/Construction Manager, QA/QC, Specialties Managers and Project Management Support.

This position can be based in Richmond BC or Victoria BC

What You Will Be Working On

Leadership

  • Support a corporate culture that encompasses the highest ethical standards and is aligned with the corporation’s core values.

  • Help drive employee engagement and associated engagement plans, as well as any diversity, equity, and inclusion initiatives.
  • Interface with the regional Vice President to ensure adequate and timely workforce planning.
  • Help drive a high-performance culture. Effectively manage performance of all direct reports and oversee performance management of all indirect reports.
  • Actively engage in talent review and succession planning processes.
  • Promote a ‘One Bird’ mindset in our staff as outlined corporately.

Operations Management

  • Provide input and guidance to both proposal and project teams in the pursuit and delivery of all projects to achieve the goals of the regional business plan.
  • Work in accordance with the Bird Operations Manual to continuously improve project delivery services to ensure that the group leads the industry and exceeds client, consultant, trade expectations and all associated contract terms.
  • Manage construction projects and the project teams in accordance with all contract terms and to meet approved project targets or related to safety, profitability, schedule, quality, sustainability and turn over by:
  • Support the Estimating and Pre-construction Departments in the go/no-go process to determine alignment of the District targets and deliverables with potential projects.
  • Develop project KPIs as required.
  • Review the Road Map to Fee (RMTF) document (created by Estimating) and finalize with consultation with District leadership in accordance with the Delegation of Authority (DOA).
  • Support the Estimating and Pre-Construction departments, and assign staff as required on all pricing and planning while providing technical expertise on construction techniques and production rates as required.
  • Review all tender package commitments and seek approval in accordance with the DOA.
  • Create and execute Project Execution Plans (PEP’s), including commercial management and project management plans for projects.
  • Manage creation and execution of a commercial risk management process and strategy with respect to contracts and project execution including a project Risk Register where required.
  • Manage creation and execution of all prime and sub-trade contracts, completing awards and commercial documents as designated in the district Delegation of Authority (DOA).
  • Oversee the creation and execution of the Project Commitment.
  • Manage mobilization and site readiness.
  • Manage all internal and external start up meetings and partnering sessions.
  • Provide leadership to field construction as required including the oversight of deliveries, logistics and execution plans and critical-path work schedules.
  • Manage the creation and execution of an effective quality assurance/quality control program as per corporate and project-specific standards.
  • Conduct monthly project meetings to review project reporting and alignment with the regional business plan and operations manual.
  • Conduct regular visits to the project sites of all jobs to verify status of the projects.
  • Monitor, assess and make adjustments for improving self-performed work including productivity and profitability.
  • Manage the Profit & Loss Reporting (P&L) process in strict accordance with the Operations Manual. Prior to the review of the P&L by the Executive Office, conduct thorough review of each project’s profitability report and review with assigned staff to satisfy the technical adequacy and reported profitability for the jobs.
  • Take on the responsibility of the Project Sponsor as required.
  • Develop and maintain a relationship with the client, which includes regular touch points and feedback loops to ensure project expectations are being met.
  • Being aware of all legal, insurance, lien and claim issues that manifest in the District and advise the regional Vice President of same. Take personal control of these items and aggressively manage them to completion, consulting with the regional Vice President where necessary.
  • Working with the regional Safety Manager to maintain HSE and OH&S standards for the district, ensuring practices meet or exceed the requirements of the Safety Program, and the client project-specific requirements.
  • Providing a monthly report to the regional Vice President supported by individual project reports for review prior to the 10th of each month
  • Ensure project completion reports are in place as outlined in the Operations Manual.

Resource Management

  • Responsible for staffing and resource management of all projects.
  • Responsible for equipment and purchasing, and yard management.

Strategic Planning

  • Support the development of the District business plan.
  • Work with the regional management team to support the development of new market initiatives and business opportunities based on the best use of the regional resources/assets and current trends in the industry and the competitive landscape.

Business Development

  • Assist the regional Vice President and Director of Business Development in establishing and maintaining strategic relations with customers, suppliers, and other stakeholders including governments and the public.

What We Are Looking For

  • Post-secondary education such as a degree or diploma in a related field and/or relevant combination of experience.
  • 20 years’ experience in commercial and/or institutional construction.
  • 10 years’ experience in a leadership role.
  • Track record of successful project management of major building construction projects in excess of $50 million.
  • Deep expertise and proven track record with respect to the continuous improvement project delivery services and value-added constructability process and practice.
  • Ability to lead and operate within an environment where change happens frequently.
  • Commitment to hiring, mentoring, training, and retaining a focused team; the foresight and ability to delegate accordingly.
  • Strong leadership capability as evidenced by demonstrable success in team / collaborative work environments.
  • Ability to forge, grow and maintain positive relationships with multiple groups.
  • Ability to manage multiple priorities simultaneously and meet the time demands of unpredictable activities; capable of handling pressure and challenges in a dynamic business environment.
  • Ability to work within tight deadlines and prioritization of work to achieve them.
  • Strong analytical, critical thinking, troubleshooting, problem-solving skills, and a high degree of accuracy and attention to detail.
  • Highly developed interpersonal, communication, and organizational skills.
  • Sense of urgency and strong commitment to achieving goals; ability to work in challenging, fast paced environment.
  • Ability to work collaboratively with a positive attitude.
  • Superior written and verbal communication skills.
