The District of Sparwood is searching for its next talented and experienced Deputy Director within the Finance Department. Working closely with the Director of Finance to oversee the treasury and financial operations of the District at a professional level, including assisting with budget development, the year-end audit, financial reporting and other statutory reporting requirements. The Deputy Director of Finance is a key member of the management team and will be expected to provide input in the preparation of policies and procedures and the development of long-term goals and objectives for the District.

The core job duties include:

  • Directs, supervises and coordinates finance department staff and the operational activities, including the general ledger, billing, collection, payroll and benefits, property taxation, utility billing, month-end and year-end procedures, and clerical duties.
  • Ensures the integrity and accurate maintenance of the general ledger and sub-ledgers, including journal entries, reconciliations, remittances, notice preparation, and all other statutory requirements.
  • Coordinates external auditors and prepares all associated working papers and documentation to standards required by external auditors.
  • Assists with preparing annual financial statements; coordinates all year-end related financial reporting.
  • Preparation and assistance with the annual operating and capital budgets within the five-year financial plan.
  • Researches and prepares policies, bylaws, reports, and from time to time, presentation material for Council.
  • Assists the Director of Finance in the performance of his/her duties, including asset management, purchasing, budgeting, insurance, risk management and information technology.
  • Preparation and assistance in developing and implementing accounting, financial and budgeting systems, processes and procedures.
  • Provides supervision and mentoring to accounting and clerical positions.

The ideal candidate will have:

  • Chartered Professional Accounting (CPA) designation or working towards a CPA designation.
  • Minimum of five (5) years of accounting experience, with an in-depth understanding of all accounting functions.
  • Minimum of three (3) years of experience in a management/supervisory position.
  • Previous experience in municipal finance administration would be considered an asset.
  • Valid Class 5 BC Driver’s licence.
  • Sound knowledge of Canadian generally accepted accounting principles.
  • Excellent financial analysis, strategic planning, fiscal and project management skills.
  • Working knowledge of human resources activities, including an understanding of labour standards, compensation, administration policies and benefits management.
  • Leadership and relationship-building skills with the ability to lead a team in a unionized environment.
  • Excellent verbal, writing and presentation skills, including demonstrated experience in writing, evaluating and presenting technical reports, business cases, and Council reports.
  • Well-developed organizational and time management skills.

A wide range of non-traditional education and/or equivalent work experience will be considered.

The starting salary range for this position is between $88,000 and $115,000 (dependent on education and experience), with further increases based on the annual performance reviews.

This salary package includes a full range of employer-paid benefits, annual vacation entitlement, an earned day off program, up to 3 weeks of time off in lieu of overtime, and an Active Living Pass for access to the Leisure Centre courts, fitness centre, climbing wall, pool, arena, and many of the drop-in fitness classes.
