Job Description

Job Description We are currently seeking a qualified  Delivery Assurance Supervisor  to join our team, based out of Toronto, ON . The Delivery Assurance Supervisor will be responsible for coordinating all elements concerning assurance demonstration and evidence to ensure verification & validation throughout the design, construction and commissioning phase is. Responsible for bringing together the on-project delivery teams, central assurance team, liaising with the ISA, maintaining schedule dialogue with the SSRP secretary and being aware of off-project SSA initiatives that are being undertaken. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two key PPP Contractors and multiple advanced early works (EAW) packages Contractors and two large Progressive Design Build Contracts. The scope includes both managing the works associated with the program and with the individual construction projects. Duties and Responsibilities: Implements the plans, processes and procedures developed and issued by the Program Assurance Manager Tracks all assurance documentation, including Sch29/ Sch 8 deliverables, ISA (independent safety assessor) reports, Hazard Logs, CMREA Significant Tests, within a specific delivery segment. Liaises with the ISA task team with regards to closure of comments Develops and maintains the delivery segment assurance schedule and feeds into the overall program assurance schedule (owned by the Assurance Delivery Manager).  Organizes identified workshops, such as hazard analysis workshops, ensuring the delivery team, assurance SME’s mitigation Owners, and end users are all engaged leading to a final product that is accepted by all parties. Develops, monitors, assesses progress (deviations) with regards to an assurance gate process, and liaises with the Delivery/ Technical Manager and the Assurance Delivery Manger to agree a path forward. Liaises with the central assurance SME’s with the central group, including FLS SME, Hazard log SME, RAMs, Safety & Security SME, etc Ensure the Integration of the assurance systems and exploitation of data for assurance activities. Ensuring the technical evidence compiled through decision making is sufficient to withstand audit scrutiny. Assurance coordination of all rail and associated systems according to applicable standards, in close cooperation with the (potential) end users, in terms of safety, operational, environmental and technical requirements in a timely and efficient manner. Provide user feedback to the Program Assurance Manager with regards to processes contained in the Technical Assurance Plan, Assurance Checklist, Gate Approvals, etc Advise designers of assurance options and safety considerations affecting their design solutions. Plan and manage the safety culture appropriate to the project including the facilitation of HAZID & HAZOP workshops and other assurance activities. Maintain and support ongoing business relationships with key stakeholders. Qualifications Bachelor’s degree in engineering, construction management or related field with 6 years of experience in design or in lieu of Bachelor’s degree 10 years of relevant experience in engineering design, construction or infrastructure industry. Professional Engineer (P.Eng), is preferred. Minimum of 5 years’ experience in the railway sector, with knowledge of the development and delivery of assurance cases for railway projects. Have good knowledge of CMREA, EN, and NFPA Standards. Understanding of risk assessment planning for large railway projects and knowledge of operational conditions affecting logistics and design. Working knowledge of implementing engineering safety management in the railway environment. Knowledge of systems engineering, whole project life cycle and its implementation on large railway infrastructure projects. Proven ability in successful delivery using established railway acceptance and approval processes. Good interpersonal skills with proven ability to work effectively as part of a multi-disciplined management team. Self-starter with strong communication skills both verbal and written.
