Job Description

SaskEnergy is seeking a Customer Information System (CIS) Solution Architect Resource with a broad-based background of technical experience and deep technical expertise in the following applications, Oracle Customer Care & Billing, Oracle Golden Gate, Oracle Utility Analytics, Oracle Cloud Infrastructure (OCI), RESTFul API Integration techniques and tools, BizTalk, Oracle Service Bus, VL Trader, Control-M, Networking Firewall / Web Application Firewall Configuration, and Oracle Licensing to be part of the Business Applications Solutions & Architecture team to provide Information Technology (IT) solutions to business problems.

These solutions may include systems, applications, infrastructure, or processes, and may involve the enterprise and integration of a wide variety of products, services, and technologies. The CIS Solution Architect position requires extensive knowledge of systems, architectures, systems management, networking, network computing and application design techniques, different platform implementations and should be able to identify, evaluate and select the elements of the solution which best meet the business needs of the client organization.

Solution Architect Resources apply extensive knowledge to products, technologies, services, and methodologies in response to business needs. The skills required of all Solution Architects are very broad, and come from all the technical disciplines in which IT Architects are directly involved. Also required are strong personal business, industry, and project management skills.

Solution Architects are engaged in enterprise design and/or development for transforming client requirements and process models into plans, process IT solutions which include hardware, software, network, and data specifications. Activities include technical planning, build vs. buy assessment, reviews, development of architecture, and modification of specifications for customized application solution components.

Typical activities in this role include but are not limited to:

1. Leading solution evaluation and assuming a technical leadership role as part of the core team on Business Applications projects, acting as the representative for Digital, Technology and Security (DT&S).

2. Ensuring solutions are in alignment with enterprise strategies and focused on business outcomes.

3. Developing non-functional and technical specifications for solution RFP documents.

4. Development of proof of concepts

5. Ensuring solutions and services are successfully and sustainably delivered into operations.

6. Actively contributing to architecture boards and continued improvement of our practice.

7. Overseeing the activities of technical resources to deliver solutions.

8. Work with project teams to develop the conceptual architecture design; ensuring it contains appropriate level of guidance (business, information, application, and technical perspective).

9. Aiding and mentorship as required

Experience:

1. At minimum a technical lead on two (2) significant/large IT projects, in a Solution Architect role, from start to finish as part of a project team. Indicate all projects that fit this experience if more than the two (2) required.

2. Architecture and/or hands-on experience with the following technologies:

  • Oracle Customer Care & Billing
  • Oracle Utility Analytics
  • RESTFul API Integration techniques and tools
  • BizTalk
  • Oracle Service Bus
  • VL Trader
  • Control-M
  • Networking Firewall / Web Application Firewall Configuration
  • Oracle Licensing
  • Architecture and/or hands-on experience with the following methodologies:
    • Sparx Enterprise Architect Tool for Modeling and Analysis
    • Rational Unified Process (RUP)
    • TOGAF (The Open Group Architecture Framework)
    • Working knowledge in ADKAR

      4. Expert level communicator (ability to communicate and present effectively, create effective tailored content).

      5. Experience working closely with the business to guide them from start to finish thru the solutioning process and into final delivery.

      6. Canadian federal, provincial, municipal government or similar work

      7. specific oil and gas industry experience or similar work

      8. Education: bachelor’s degree in computer science or a combination of education and years of experience or equivalent at SaskEnergy’s sole discretion

      The key skills and knowledge areas required for this resource are outlined in attached Appendix C – Supplementary Specifications. The CIS Solution Architect must be able to perform in a team environment with strong interpersonal and professional communication skills. North American job experience is considered an asset for this proposal. Proponents are encouraged to provide specific and qualitative verbiage of other areas where their expertise can add value to our teams and make our projects as successful as possible. We are looking for a well-rounded Solutions Architect Resource to fill this role.

      CONTRACT DURATION

      The Contract will be effective for an initial term commencing on award date and ending on March 31, 2025. After which, SaskEnergy will evaluate its ongoing requirements and may have the option to renew the Contract for successive one (1) year terms, a maximum of four (4) times, unless the Contract is terminated in accordance with its provisions or by either party, at least ten (10) business days prior to the expiry of the then current term, providing the other party with written notice of its intent to terminate the Contract upon the conclusion of the then current term. Renewal terms will be subject to the same terms and conditions, including rates, used during the initial term unless otherwise agreed to by the parties. If a notice of termination is provided, the provision of any goods or services under the Contract must be approved in advance by the Administrator and will be paid for at the rates then in force.

  • Mandatory Requirements (Pass/Fail):

    1) Candidate must have experience as a Solution Architect in a technical lead from start to finish, on at least two (2) significant/large scale (in SaskEnergy’s sole discretion) IT projects. Provide detailed information on the two (2) projects that fit this experience to include company name, project description, technologies and methodologies applied/used, annual project cost and project duration.
