The City is seeking a dynamic and experienced Chief Information Officer (CIO) to provide strategic leadership to their Information Systems & Technology department.

Reporting to the Commissioner, Corporate Services, the CIO is a senior business strategist who provides technology vision, leadership, and strategic direction to the Corporation in alignment with the goals, objectives, and priorities of the City of Kingston. As a corporate leader, the CIO effectively adapts to changing priorities and ensures technology strategies support how the City works and delivers services to the benefit of the entire Corporation, and ultimately the residents of the City of Kingston.

As an ideal candidate you have demonstrated experience in managing all information, technology and business systems for a large organization with a complex IT infrastructure that is undergoing growth and change. You are a visionary leader who embraces change and flexibility, can obtain buy-in and build consensus, is adept at supporting and empowering your teams, and knows how to turn vision into reality. You are also adept at providing expert advice and collaborating with other leaders to define and execute a digital business strategy. You foster data-driven decision-making by ensuring that decision-makers across the organization have access to accurate and timely information.

Qualified candidates should have a Bachelor’s degree in fields related to computer science or business combined with 7-10 years of recent and relevant experience in IT or information management; including progressive leadership roles. You also have strong understanding of IT Finance based on experience in the areas of assessing IT investments, managing operating and capital budgets, and developing business cases and cost analyses.

You are a collaborative and persuasive communicator skilled at influencing and building trust and credibility in a politically sensitive environment with competing demands and priorities. The City will benefit from your excellent people leadership skills and ability to promote effective teamwork while coaching, mentoring, and developing employees in a dynamic and complex unionized environment. Proficiency in both of Canada’s official languages is an asset.
