Position: Manager, Delivery Partnerships

Status: Permanent, Full Time

Salary Range: $92,000 - $102,000

Location: Canada - Remote


About Palette

Palette Skills is a national nonprofit that trains Canadians for careers in growing industries. Since our launch, we have created three successful upskilling programs: SalesCamp, which prepares people for the world of B2B tech sales, Digital Agriculture and Automation, and previously, Accelerated Cyber Security Training Program. While these sectors are different from each other, our approach is the same: to train and connect individuals with great foundational skills to employers struggling to find the talent they need. Our model is so successful that it has resulted in 90% of graduates from our inaugural SalesCamp program receiving a job offer after completing the program.


What makes our upskilling programs unique is that we look for potential. The Palette Skills team assesses whether applicants have the foundational skills, the right mindset, and the drive to take on a new career, and work in a new field. We don’t just look at work experience in the target industry to predict success. This means we find creative ways to find and assess our applicants.

By building partnerships with industry, Palette Skills gives innovative companies access to traditionally untapped labour markets, and creates pathways to career growth through demand-driven, industry-led accelerated skilling programs that lead upskilled workers into new, high-demand tech jobs. As a member of the Palette Skills Operations Team, you will be working collaboratively within the team as well as reporting on the delivery partner requirements of Upskill Canada’s funded programs.


Operations Team:

  • As a key member of the Operations team: contribute guidance and expertise on all aspects of delivering on our mandate, including strategic goals and objectives, operations planning, and decisions and improvements related to the delivery of Upskilling
  • Key advisor to the Director of Program Operations, communicating all critical issues for awareness and overseeing special projects as directed
  • Maintain productive and collaborative relationships with team members in pursuit of achieving departmental and team goals.


What You’ll Be Doing:

  • Lead the Delivery Partner Manager team, which provides oversight of programs funded by Palette and operated by external organizations (delivery partners). This includes programs operated by individuals, delivery partners, and coalitions of delivery partners.
  • Administer new funding applications process as directed by Palette’s investment priorities, ensuring compliance with governance procedures
  • Monitoring of external program operations and performance, ensuring delivery partners adhere to terms of ultimate recipient agreements and achieve program performance commitments, as well as identifying when delivery partners require additional support or intervention
  • Oversee communications and relationship management activities with all delivery partner organizations and coalitions.
  • Coordination with internal departments for execution of key operational processes, including Finance department for funding claims, Research & Impact department for program reporting, and various product teams for the implementation and rollout of Upskill Canada program elements.
  • Provide coordination of support and training for delivery partners from internal and external resource centres
  • Participation in hiring activities to coincide with resourcing requirements
  • Contribute to long-term planning and scheduling of program activities
  • Responsible for on-time delivery of program reports in compliance with funder and other obligations


We’d Love To Hear From You If You:

  • 5 years of experience as a Manager of Programs or related position
  • Bachelor’s Degree or higher in a related field
  • Experience working with and managing complex coalitions; experience working with a variety of stakeholder groups is an asset (e.g., workforce development, government, education, employment service delivery, non-for-profit organizations, etc.)
  • Advanced interpersonal skills, including the ability to relationship-build with individuals at all levels of an organization
  • Experience overseeing many service providers and/or vendors, including performance and relationship management
  • Must be bilingual with strong communication skills in both French and English (verbal and written); Francophones preferred


Reporting Structure

You will report directly to the Director of Program Operations (or designate) whose job is to support you and make sure that you have everything you need to succeed – budget, resources, access, subject matter expertise etc.
