You demonstrate a comprehensive understanding and appreciation of Inuit culture, their aspirations as well as their priorities regarding self determination. As a veteran researcher, you combine data management and analytical skill with the ability to develop evaluation tools and policy recommendations to improve access to important information that will provide a basis for effective future research initiatives in the Nunavut community.Your educational background, research skills, experience, and collaborative leadership style enables you to build a body of knowledge that will inform decision making, policies programs and services that serves Nunavut Inuit.Our client is committed to:Providing an exciting opportunity to lead and collaborate with an organization dedicated to advocating Inuit rights and strengthening their community partnerships.Working in Iqaluit, and reporting to the Director of Research in newly created position of Assistant Directorof Research,you will:Collaborate with Information Technology staff and the National Inuit Data Systems Management Committee to provide effective leadership in research, analysis, consultation, and preparation of policy recommendations related to Board research priorities and specifically on Inuit rights and self-determination.Lead the development of protocols for data gathering and management, develop research agreements, archive data, and maintain Joint Data Sharing protocols with Statistic Canada and other partners.Strengthen the ongoing monitoring and evaluation of the organization’s work by establishing internal coordination and processes on research and evaluation, developing research priorities as well as short, mid, and long-term research goals to guide new research in Nunavut.Support the Directors to improve the monitoring and evaluation of their work by researching and evaluating proposed plans and initiatives.Nurture and strengthen established partnerships with other departments, the Regional Inuit Associations, Inuit Taparliit Kanatmai, Inuit Circumpolar Council, the Arctic Council, the government of Nunavut and Nunavut Artic College.Stay abreast of and advocate for Inuit rights and self-determination in research.Foster staff understanding of research, monitoring and evaluation priorities and provide direction to Departmental staff.Ensure that the human resources governance, financial and administrative policies are implemented appropriately.Recruit, interview, train, supervise and evaluate departmental staff.Assist with the departmental work plan and annual budget.Prepare third-party funding requests and coordinate associated reporting.Manage contribution agreements from outside parties including proposal development, project management, and reporting.Represent the organization in meetings, conferences, and on committees and working groups relating to research, monitoring and evaluation.What the successful candidate will bring:Graduate Degree in a relevant discipline with 5+ years of experience in Inuit research, policy research and analysis.2+ years of experience with research protocol (proposal writing), data management and/or monitoring programs and 1+ years of financial/budget management experience and writing research grants.General awareness of Nunavut Inuit culture and aspirations with extensive experience in delivery of or development of Inuit training programs.Comprehensive understanding and expertise in the research and analysisof relevant territorial/federal/international legislation, policies, protocol, and regulations.Sound knowledge of financial management processes and budgeting.Exceptional interpersonal skills with demonstrated experience in guiding and collaborating in a diverse team environment and the ability to work effectively with diverse internal and external stakeholders.Effective communication (oral and written) and presentation skills with the demonstrated ability to deliver concise presentations using a variety of means to diverse audiences.Ability to speak Inuktitut or Inuinnaqtun, or a willingness to learn is required.In return, what you can expect:Competitive salary plus annual Northern/Housing Allowance and comprehensive benefitsincluding employee pension plan, group insurance and vacation travel assistance.Only candidates already eligible to work in Canada will be reviewed.
