24-073 Manager Fire Programs Support Resume Due Date: Tuesday, June 4, 2024 (5:00PM EST) Number of Vacancies: 1 Level: Band H Hourly Rate: $Up to $87/hour Duration: 24 months Hours of work: 35 Location: 1675 Mongomery Park Road, Pickering, ON (100% onsite) Job Overview Ensure compliance with all site license conditions relating to CSA N293 and associated NFPA codes and standards related to the fire protection program. Ensure appropriate investigation of all fire incidents and ensure reportable incidents are communicated in a timely manner to internal and external stakeholders and agencies according to license and policy requirements. Participate in fire protection and Beyond Design Basis Event exercises. identify weaknesses in existing processes and protocols and identify solutions / options to resolve. Interface with external fire service agencies. CNSC, COG and US Fire agencies. and other emergency response groups, both internal and external.Ensure compliance with CNSC licensing requirements for fire protection. and corporate standards and policies. Participate in CNSC and Performance Assurance Audits. Implement corrective actions to address recommendations.Provide expert advice, guidance, direction and assistance to site management and fire protection staff, regarding fire hazard assessment, fire response equipment lifecycle and fire response personal protective equipment and kit. Provide interpretations of station compliance requirements with licensing codes and standards (CSA N293, NFPA, NFCC), Provincial and Federal laws, acts, statues, and OPG Fire Protection procedures. Keep all business units informed of changes and their impact, and make recommendations to effectively meet requirements and changes.Ensure all fire protection systems and equipment is operational and initiate appropriate compensatory measures to maintain compliance with regulations and station licence conditions where deficiencies exist. Ensure the safe and effective deployment of fire response and Emergency Mitigating equipment by Fire Protection. Ensure CNSC regulations. and code and standard requirements pertaining to the inspection, testing and maintenance of this equipment are adhered to.Ensures staff receives appropriate training, direction and guidance to carry out daily responsibilities. Initiate, develop, implement and maintain detailed work methods and programs. Identify procedural development needs.Act as a coach and facilitator to create and sustain a non-threatening supportive team environment. Demonstrate openness and trust through sharing of information while maintaining the appropriate level of confidentiality as defined in the Code of Business Conduct. Ensure accessibility to staff when advice is required to resolve issues or to assist in developmental needs. Make effective recommendations such as staffing, developmental needs, succession planning, collective bargaining, labour relations, performance management and other related problems.Assist the Director. Fire Protection and Programs with fire risk assessments including review of pertinent system impairments. Fire Safe Shutdown Analysis and Fire Hazard Assessment information, official local information and fire codes and standards to identify credible alternative and performance based strategies for compliance with station licence conditions. Develop response plans for postulated fire scenarios based on the plant safety report licensing basis.Develop and maintain an ongoing review process to identify any increase in risk from equipment, training, staffing or procedural deficiencies and recommend the requirement to modify the site fire response protocols to compensate for changes in the site specific fire risk.Participate in preparation of business plans and annual budgets. Monitors progress against budget and explain variances. Forecast future personnel and equipment needs. Implement processes to manage Emergency Mitigating Equipment preventive maintenance and testing in line with licence conditions. Establish and manage contracts with external vendors and suppliers to maintain readiness and code compliance of specialized fire response equipment as well as Emergency Mitigating Equipment.Liaise with site department managers to identify solutions to their support needs. Develop and implement Fire Protection service delivery options to improve effectiveness and efficiency of the service to stakeholders within OPG.Ensure CNSC correspondence is prepared to an appropriate standard and that all recommendations. action notices or directives are appropriately addressed with corrective action plans.Ensure all fire protection reporting with respect to fire incidents, SCRs, corrective action plans, action requests, and work requests, are effectively completed and processed in a timely manner. Qualifications EDUCATIONRequires a knowledge of physics. chemistry, metallurgy, mathematics. electricity, engineering and economics to technically understand the operation of the facility. Requires advanced knowledge of one or more of these subjects to evaluate and propose improvements to processes, equipment and systems or to unit safety, reliability and performance. Requires a knowledge of English in order to prepare/review clear and concise reports and recommendations both verbally and in writing.This knowledge is considered to be normally acquired through the successful completion of a four-year university education in an appropriate engineering field or by having the equivalent level of education. EXPERIENCERequires training and experience in the design, development or operation of a nuclear facility or the development, maintenance or production of nuclear materials or components or in an industrial environment associated with the design, development, operation or maintenance of industrial systems and equipment. Requires experience to solve problems, to provide advice and guidance, to initiate developmental studies and to make recommendations during the design, commissioning and operation of a nuclear facility; to evaluate components or materials, and to perform economic studies and evaluations associated with the design, commissioning and operation of a nuclear facility. Requires further experience in the position to become familiar with the work and fully competent..
